Suzanne Arlie Park project continues to move forward

Although it may seem quiet, a lot is happening behind the scenes on the Suzanne Arlie Park development project!

Parks and Open Space is aiming to start construction this year and making great progress on many of the necessary pre-construction tasks.

The development of this park consists of two linked projects: the trail system and the trailhead/parking lot. Here's what has been achieved for the trail system so far:

  • Obtained necessary land use permits from Lane County.
  • Completed a cultural resource survey and submitted results to relevant tribes and the Oregon State Historic Preservation Office.
  • Finished a wetland delineation and received state and federal approvals.
  • Conducted a biological assessment and received approval from the U.S. Fish and Wildlife Service.
  • Secured two zoning determinations from Lane County.
  • Surveyed state-listed plants and significant trees in the trail area.
  • Finalized construction plans for the trail system with Ptarmigan Ptrails.
  • Installed new gates at park boundaries.

Staff are finalizing draft bid documents, then will need approval of the final bid document and construction drawings from the Economic Development Administration before they can move forward with the bid process to hire a construction contractor.

In parallel, staff are working on the parking lot and trailhead, where significant progress is also being made:

  • Corrected past property line survey errors.
  • Acquired a paved public access easement to connect the park to Gonyea Road.
  • Completed a traffic impact analysis.
  • Hired a consultant for assistance with design and construction plans for the parking lot and trailhead amenities.
  • Hired a consultant for engineering the parking lot and access road improvements.
  • Reviewed design and construction plans.
  • Coordinated with Lane County transportation on necessary safety improvements.
  • Applied for additional funding through the OPRD Local Governments Grant Program.

Parks will share more as these projects progress and when the construction schedule is ready.

This project is funded by the City of Eugene's 2018 Parks and Recreation bond funds, systems development charge funds and a grant funds.

In the fall of 2022, the City of Eugene applied for and was awarded a federal grant for $1,214,479 by the U.S. Economic Development Administration. The City of Eugene has provided $724,836 in matching local funds.
