PPB Conducts Human Trafficking Mission on 82nd Avenue (Photo)

The Portland Police Bureau's Human Trafficking Unit (HTU) continues to conduct proactive anti-trafficking efforts through directed patrol missions along Northeast 82nd Avenue. On Thursday, July 18, 2024, HTU had assistance from East Precinct, North and Central Precinct's Neighborhood Response Teams, the Specialized Resources Division, Detective Division, Victim Services Unit, and the Multnomah County District Attorney's Office.

During the mission, one gun was seized. The following individuals were arrested or cited for ORS 167.008 Commercial Sexual Solicitation (CSS) and/or Portland City Code 14A.40.50 Unlawful Prostitution Procurement Activities (UPPA):

-Bashar Bashardust, 33, Beaverton
-Soi Choi, 31, Happy Valley
-Agustin Solis Colin, 54, Portland
-Pablo Galicia Martinez, 44, McMinnville
-Jose Calderon Mejia, 43, Vancouver, Washington
-Damola Shuaib, 38, Beaverton

The following individual were also contacted and cited or arrested for the following crime(s):

-Kyree Jackson, 25, Sacramento, California (several warrants)
-Julius Mitchell, 25, Seattle (Disorderly Conduct, Reckless Driving)

Note: The individual below was contacted during the July 10 Human Trafficking mission, but was not identified:
-Demetrius Bass, 26, Columbus, Georgia

During the mission, ten providers were contacted and offered assistance. Several other potential buyers and providers were also identified in the area. Also, HTU coordinated with Detectives from out-of-state to conduct a welfare check on an 18-year old, who was reported to be endangered and at risk for sex trafficking.

PPB and HTU continue to receive several livability complaints from community members, organizations, and business partners regarding illegal activity rampant along this stretch of 82nd Avenue. HTU cases are complex with several identified barriers such as repeated traumatic exposures, trauma bonds with traffickers, and fear of retaliation. The victims in these cases are often reluctant to come forward, make a report, and/or continue through the criminal justice process. HTU continues to offer trauma-informed, victim-centered services, in conjunction with PPB Victim Services Unit advocates and community-based partnerships.
