At today's correspondence session, the Government took note of the document on the reform of the public sector pay system - an overview of the situation as at 11 July 2024. It reappointed Damir Črnčec State Secretary at the Ministry of Defence.

Appointment of State Secretary at the Ministry of Defence

As of 17 July, the Government reappointed Damir Črnčec as State Secretary at the Ministry of Defence, on the proposal of the Prime Minister in his capacity as Minister of Defence.

At today's correspondence session, the Government of the Republic of Slovenia adopted a declaratory decision on the termination of the office of State Secretary at the Ministry of Defence. On 11 July 2024, the National Assembly adopted a decision on the termination of the office of Minister, by which it established that, due to the incompatibility of the office of Minister with the office of Member of the European Parliament, the office of Minister of Defence of the Republic of Slovenia will cease to be held by current Minister of Defence, Marjan Šarec, as of the date of his assuming the office of Member of the European Parliament. Marjan Šarec became a Member of the European Parliament on 16 July 2024. Accordingly, the Government has determined that Damir Črnčec ceased to hold the office of State Secretary at the Ministry of Defence with effect from 16 July 2024.

The Government on points on which agreement has been reached in the public sector pay system reform

The Government of the Republic of Slovenia took note of the following document: Public sector pay system reform - an overview of the situation as at 11 July 2024.

The Government of the Republic of Slovenia authorises the Minister of Public Administration, Franc Props, and the Minister of Finance, Klemen Boštjančič, to sign the aforementioned document.

On 11 July 2024, a meeting of the negotiating committee was held, at which it was agreed that the Government of the Republic of Slovenia and the representative trade unions of the public sector would identify the points of the reform of the public sector pay system that had been agreed at the level of the negotiating groups as of 11 July 2024. As agreed, the situation has been reviewed and a document has been composed to be signed by the Government and the trade unions.

In light of the above overview of the situation, negotiations and coordination will continue with a view to finalising the provisions of the draft Common grounds of Public Sector Pay System Act, collective agreements, decrees and other legal acts necessary for the implementation of the public sector pay system reform.
