United States who were present at the time and directly participated
in the service or achievement for 30 days or more or for the period
cited if less than 30 days, are authorized to wear the JMUA ribbon.
Personnel must be assigned and/or attached by official orders to the
joint unit or task force headquarters receiving the JMUA. Local
commanders may waive on an individual basis, the 30-day minimum time
requirement for individuals (Reserve personnel on active duty and
TDY and/or TAD personnel), who, in the opinion of the commander
contributed directly to the achievement cited, and were assigned on
official orders to the awarded unit during the approved timeframe.

12. Humanitarian Service Medal (HSM)
12.a. The Joint Chiefs of Staff approved the HSM for U.S.
Service members and Reserve Components (to include the National
Guard), who were physically present and provided direct humanitarian
assistance to the relief efforts during:
12.a.1. Operation NEPTUNE SOLACE (ONS) in support of the people of
Gaza during the period of 02 March to 31 August 2024. The area of
eligibility for ONS includes the land of Cyrus, the Eastern
Mediterranean Sea corridor from Cyprus and Gaza, and the Gaza
coastline and territorial waters.
12.a.2. Hawaii and Maui Wildfires during the period of
08 August 2023 to 31 December 2023. Those personnel who directly
participated and were physically present at the islands of Hawaii
and Maui and provided humanitarian assistance.
12.a.3. Super Typhoon Mawar during the period of 19 May 2023 to
20 June 2023. Those personnel who directly participated and were
physically present in the Territory of Guam and provided
humanitarian assistance and disaster relief support to the people
of Guam.
12.a.4. Hurricane Ida during the period of 26 August 2021 to
30 September 2021. Those personnel who directly participated and
physically present in Louisiana and provided humanitarian assistance
and disaster relief support to the people of Louisiana.
Note: Personnel who were not directly participating in the
humanitarian efforts in paragraphs 13.a.1 to 13.a.4. remain eligible
for personnel military decorations for support rendered to the
overall success of the operations. Commanders in the grade of O-6
and above who verify eligibility are responsible for ensuring
personnel record centers of participating Service members are
informed for appropriate record update.
13. National Geospatial-Intelligence Agency awards the

14. Pursuant to Ref F, award of the Inherent Resolve Campaign
Medal (IRCM) is hereby reinstated for award to Service members
serving in Iraq who meet IRCM eligibility criteria in paragraph
4.9 of DoDM 1348.33, Volume 2, Manual of Military Decoration and
Awards: DoD Service Awards - Campaign, Expeditionary, and Service
Medals, for the period of 01 January 2025 to 31 December 2026.
This exception to policy expires on 01 January 2027.
Upon expiration, qualifying members deployed to Iraq for Operation
INHERENT RESOLVE will be recognized through award of the Global War
on Terrorism Expeditionary Medal (GWOT-EM).
15. The Assistant Secretary of Defense in consultation with the
Chairman, Joint Chief of Staff (CJCS) has approved the expansion of
Global War on Terrorism Expeditionary Medal (GWOT-EM) area of
eligibility for Operation Enduring Freedom.
15.a. The following operations have been approved for awarding of
the GWOT-EM as suboperations of Operation ENDURING FREEDOM:

16. The Assistant Secretary of Defense in consultation with the
CJCS has approved the following operations as designated operations
for award of the Global War on Terrorism Expeditionary Medal
(GWOT-EM) and the Global War on Terrorism Service Medal (GWOT-SM).

Note: The GWOT-EM area of eligibility for OPG, OPA and OPT includes

17. The geographic area within the latitude and longitude
coordinates below, and the air space above it, are hereby designated
as an area within which may be awarded the Combat Action Ribbon
(CAR), personal military decorations that recognize direct hands on
impact on combat operations and engagements that occur within this
geographic area. This authorization is in effect from
19 October 2023 to a date to be determined. The specific geo-
graphic area is bounded by the following coordinates:

Note: In order to qualify for any of these awards and devices,
a Service Member must meet all requirements and criteria set forth
in both SECNAVINST 1650.1J and SECNAV M-1650.1. Until such time
as imminent danger pay is authorized for this geographic area, award
of the Bronze Star Medal, the CAR, and the "V" and "C" devices will
be limited to instances in which the awardee received hostile fire
pay. Missions involving aerial flight may only be credited toward
the Air Medal if at least part of the mission took place within the
designated airspace.
18. This MARADMIN is applicable to the total force.
19. Ref A is no longer distributed. Instead, Ref A is updated
quarterly and maintained on the Manpower and Reserve Affairs website
under Manpower Management Performance Branch-3 (MMPB-3).
