Minister appoints members to Boards of Northern Ireland Council for Integrated Education and Comhairle na Gaelscolaĺochta

Education Minister Paul Givan has announced the appointments of Mr Paul Boyle and Miss Rosie Kinnear to the Board of Comhairle Na Gaelscolaíochta (CnaG) and Mr Colin Millar and Mr Patrick McIlveen to the Board of the Northern Ireland Council for Integrated Education (NICIE)

The Minister said "I am pleased to appoint these new members to the Boards of NICIE and CnaG.

"I would also like to thank the outgoing members, Ms Nuala Toman on the CnaG Board and Mr Gavin Gray on the NICIE Board, for their service since their appointments."

The appointments are as follows:

Comhairle na Gaelscolaíochta

• Mr Paul Boyle is currently the Head of Department for Access at the Belfast Metropolitan College and is a former Director for Active Belfast Limited. Mr Boyle has been a senior manager in education for over 20 years. He has declared that he has not undertaken any political activity during the last five years. He currently holds one other public appointment as member of the Arts Council of Northern Ireland and chairperson of its Finance Committee for which he receives no remuneration.
• Miss Rosie Kinnear is currently a Councillor in the Antrim and Newtownabbey Borough Council, a Governor of Gaelscoil Éanna and Committee member of Naomh Éanna. She has declared that during the last five years she has undertaken political activity, obtained office as a District Councillor and canvassed on behalf of Sinn Féin. She does not hold any other public appointments.

Northern Ireland Council for Integrated Education

• Mr Colin Millar is currently the Principal of Fort Hill Integrated College and a post-primary school Principal representative member on the NICIE Board. He plays mixed-ability rugby (with Banbridge) and coaches learning disability tag rugby (with Portadown). He has declared that he has not undertaken any political activity during the last five years and does not hold any other public appointments.
• Mr Patrick McIlveen is currently an Innovation Lead at Catalyst where he is responsible for collaborative Research and Development and has a core strategic focus on inclusive innovation. He has declared that he has not undertaken any political activity during the last five years and does not hold any other public appointments.

The appointments will bring to each Board experience in a number of areas including governance, strategic decision making, working with others and legal experience.

Notes to editors:

1. CnaG is an executive Non-Departmental Public Body (NDPB) sponsored DE. CnaG's role is to promote Irish-medium education and to perform a wide range of roles in facilitating the development of Irish-medium education in Northern Ireland. The membership of the CnaG Board consists of 14 members including two members appointed by DE.
2. NICIE is a Non-Departmental public body sponsored and supported by the Department of Education (DE) under the Education Reform (Northern Ireland) Order 1989. NICIE's role is primarily to promote integrated education and to perform a wide range of roles in facilitating the development of integrated education. The membership of the NICIE Board of Directors consists of a Chairperson and not more than 20 members including four members appointed by DE.
3. This competition was widely advertised including in the Public Appointments section of NI Direct.
4. The appointments to the CnaG Board will be effective from 5 December 2024 until 4 December 2028 and for the NICIE Board members from 19 November 2024 until 18 November 2028. Members are not remunerated but can claim travel and subsistence allowances.
5. The expected time commitment for members on the CnaG Board is anticipated to be approximately 7-10 days per annum with members expected to attend board meetings (including an AGM), committee meetings and other ad hoc meetings.
6. The expected time commitment for members on the NICIE Board is estimated at approximately 12 days per annum, with members expected to attend board meetings, committee meetings and other events, including evening meetings and public occasions.
7. These appointments have been made in accordance with the principles and practices of the Code of Practice of the Commissioner for Public Appointments. Appointments are made on merit and political activity plays no part in the selection process. However, the Commissioner requires the political activity of appointees to be published.
