For 2025 Summer EBT Program administration, Summer EBT agencies must submit the following to their respective FNS Regional Offices:
FNS recommends submitting before the deadline when possible. This year, the iPOM and final POM are combined in the same document. See the instructions in the document for what should be included in the iPOM and final POM submissions. A complete FNS-366A and Budget Narrative are required as part of the iPOM submission and are therefore also due on Aug. 15, 2024.
This is a reminder that in states with multiple Summer EBT agencies, the coordinating Summer EBT agency is the primary point of contact for the Summer EBT Program and is responsible for the complete and timely submission of the POM. However, the POM must be developed in cooperation with all state Summer EBT agencies and be reflective of the plans and administrative funding needs of both. For tribes, the administering agency is responsible for its program's POM. For the purposes of these documents, the term 'Summer EBT agency' includes all administering agencies within a state or tribe unless otherwise specified.
States, including the District of Columbia, and Puerto Rico, should use this POM template for the 2025 Program year. Additionally, see the required attachment: Attachment A- Data collection and use for States
Guam, the Commonwealth of the Northern Mariana Islands, the U.S. Virgin Islands, and American Samoa should use this POM template for the 2025 Program year. Additionally, see the required attachment: Attachment A1- Data collection and use for Territories.
ITOs should use this POM template for the 2025 Program year. Additionally, see the required attachment: Attachment A- Data collection and use for ITOs.
