ARMY

Amentum Services Inc., Chantilly, Virginia, was awarded a $389,000,000 modification (0002DV) to contract W52P1J-12-G-0028 for logistics support services. Work locations and funding will be determined with each order, with an estimated completion date of Nov. 20, 2025. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.

Blake Willson Group LLC,* Arlington, Virginia, was awarded a $14,718,209 firm-fixed-price contract to provide quarterly financial statements for the Army General Fund and Army Working Capital Fund, and annual financial statement compilation and publication services for the consolidated financial statements of the Department of the Army General Fund, Army Working Capital Fund, and Army Corps of Engineers Civil Works. Bids were solicited via the internet with four received. Work will be performed in Arlington, Virginia, with an estimated completion date of Nov. 20, 2029. Fiscal 2025 operation and maintenance, Army funds in the amount of $2,842,567 were obligated at the time of the award. NAVY

RQ Construction LLC, Carlsbad, California, is awarded $177,254,032 for a fixed-price-award-fee modification to a previously awarded contract (N69450-24-C-0004). This modification provides for the incremental funding of construction for the Trident Refit Facility expansion at Naval Submarine Base Kings Bay. Work will be performed in Kings Bay, Georgia, and is expected to be completed by July 2027. The project is incrementally funded with the first increment being allocated at the time of award. Fiscal 2025 military construction (Navy) (MILCON, N) funds in the amount of $83,000,000 will be obligated at time of award and will not expire at the end of the current fiscal year. The second increment will be funded with fiscal 2026 MILCON, N funds in the amount of $94,254,032. Award of this modification brings the total cumulative value for the contract to $189,702,904. The contract also contains three unexercised options which, if exercised, would increase the cumulative contract value to $192,009,664. The original contract was competitively procured via the sam.gov website, with two offers received. The Naval Facilities Engineering Systems Command Southeast, Jacksonville, Florida, is the contracting activity.

Walsh Federal LLC, Chicago, Illinois, is awarded $137,221,997 for a firm-fixed-price modification to a previously awarded contract (N69450-22-C-0027). This modification provides for the incremental funding of construction on the aircraft maintenance hangar at Naval Air Station Whiting Field. Work will be performed in Milton, Florida, and is expected to be completed by April 2028. The project is incrementally funded with the first increment being allocated at the time of award. Fiscal 2024 military construction (Navy) (MILCON, N) funds in the amount of $45,000,000 will be obligated at time of award and will not expire at the end of the current fiscal year. The second increment will be funded with fiscal 2026 MILCON, N, in the amount of $92,221,997. Award of this modification brings the total cumulative value for the contract to $137,653,068. The contract also contains two unexercised options which, if exercised, would increase the cumulative contract value to $141,778,997. Lockheed Martin Rotary and Mission Systems, Moorestown, New Jersey, is being awarded an $83,300,055 firm-fixed-price, performance-based, logistics requirements, supply contract for logistics, repair, and spare support for 161 AEGIS MK-41 vertical launch system components. This contract includes a five-year base period with no options. All work will be performed in Moorestown, New Jersey. Work is expected to be completed by November 2029. Working capital funds (Navy) in the amount of $25,603,328 will be obligated to fund the delivery order (N00383-25-F-0NJ0) concurrently with the award, and funds will not expire at the end of the current fiscal year. One firm was solicited for this non-competitive requirement, and one offer was received in accordance with 10 U.S. Code 2304 (a)(1). DRS Laurel Technologies, Largo, Florida, is awarded a $30,448,740 firm-fixed-price modification to a previously awarded contract (N00024-24-C-5539) for the production, fabrication, inspection, testing, and delivery of AN/SPQ-9B systems. Work will be performed in Largo, Florida (95%); and Johnstown, Pennsylvania (5%), and is expected to be completed by January 2028. Fiscal 2025 shipbuilding and conversion (Navy) funds in the amount of $15,219,220 (50%); and fiscal 2023 shipbuilding and conversion (Navy) funds in the amount of $15,229,520 (50%), will be obligated at time of award and will not expire at the end of the current fiscal year. DEFENSE LOGISTICS AGENCY

This was a competitive acquisition with three responses received. These are three-year contracts with no option periods. The performance completion date is Dec. 10, 2027. Using military services are Army, Air Force, Navy, and Marine Corps. Type of appropriation is fiscal 2025 through 2028 defense working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Columbus, Ohio.

WGL Energy Services Inc., Vienna, Virginia (SPE604-25-D-7500 $58,194,355); Enspire Energy LLC, Norfolk, Virginia (SPE604-25-D-7503 $32,875,281); Sprague Operating Resources LLC, Portsmouth, New Hampshire (SPE604-25-D-7501 $21,955,339); and NRG Business Marketing LLC, Princeton, New Jersey (SPE604-25-D-7502 $18,180,768), have each been awarded a fixed‐price with economic‐price-adjustment contract under solicitation SPE604-24-R-0402 for natural gas. These were competitive acquisitions with five offers received. These are two-year base contracts with one six‐month option period. Locations of performance are Massachusetts, New York, Pennsylvania, Delaware, Maryland, and Washington D.C., with a March 31, 2027, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps, National Guard, Coast Guard, and federal civilian agencies. Type of appropriation is fiscal 2025 through 2027 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia.

Parker Meggitt Aircraft Braking Systems, Akron, Ohio, has been awarded a maximum $27,664,477 firm-fixed-price contract for B-2 antiskid control unit supplies. This was a sole-source acquisition using justification 10 U.S. Code 3204 (a)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a one-year contract with no option periods. The delivery order end date is Jan. 31, 2027. Using military service is Air Force. Type of appropriation is fiscal 2025 Air Force working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Hill Air Force Base, Ogden, Utah (SPRHA1-25-C-0001).

MISSILE DEFENSE AGENCY

Assertive Professionals LLC,* Wilmington, North Carolina, is being awarded a competitive
cost-plus-fixed-fee contract. The total value of this contract is $127,330,835. Under this new
contract the contractor is required to provide support in the following areas: general administrative support services, specialized correspondence management, staff action support, executive administrative support, Missile Defense System support, and protocol support. The work will be performed in the Huntsville, Alabama; Colorado Springs, Colorado; Fort Belvoir, Virginia; Dahlgren, Virginia; Vandenberg Air Force Base, California; and Fort Greely, Alaska. The performance period is from December 2024 to December 2029. This contract was competitively procured via publication on the SAM.gov website with nine proposals received. Fiscal 2025 research, development, test and evaluation funds in the amount of $2,790,676 are being obligated on this award. The Missile Defense Agency, Huntsville, Alabama, is the contracting activity (HQ0858-25-C-0001).

AIR FORCE

Vertex Modernization and Sustainment Inc., Indianapolis, Indiana, was awarded a $20,743,699 firm-fixed-price requirements contract for repair of the AN/ALQ-172 and AN/ALQ-161 components. This contract provides for repair of AN/ALQ 172 subassemblies and components on the B-52 and C-130 fleet; and ALQ-161 on B-1B aircraft systems. Work will be performed at Robins Air Force Base, Georgia, and is expected to be completed by Nov. 18, 2029. This contract was a sole source acquisition. No funds are being obligated at time of award.
