Public Hearing Notice: The Shops at the Triangle

CITY OF MURRIETA
NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that a public hearing will be held before the City Council of the City of Murrieta on August 20, 2024, at 6:00 PM, or as soon thereafter, at City Hall, 1 Town Square, Murrieta, CA 92562, to consider the following matter:

Specific Plan Amendment 2023-00003, Tentative Tract Map 2022-2706, Development Plan 2022-2705. A request by Tres Estrellas, LLC proposing a 2nd amendment to Specific Plan 276 (The Triangle). The amendment proposes to modify all four sections within the plan, including but not limited to amending the allowed uses within the plan area, modify certain building and landscape setbacks, and changes to various administrative elements within the plan. The project also proposes Tentative Tract Map 38622 to subdivide the 64.3 acre project site into 23 lots and five lettered lots for purposes of dedication of public right-of-way (Lots A through E). A Development Plan is also proposed for the construction of a 279,538 square foot commercial retail center on approximately 36.5 acres of the overall project site. The subject site is located within Specific Plan 276 which is a commercially zoned specific plan and is bordered by Murrieta Hot Springs Road to the north and in between the convergence of Interstate 15 and Interstate 215 (APN's 910-390-001 through 910-390-003, 910-390-008 through -018, 910-390-020 through 910-390-022, and
910-400-001 through -018).

Environmental Determination: The project has an existing Environmental Impact Report (EIR) and Subsequent EIR prepared previously and certified that analyzed the environmental effects of the project. An Addendum/Consistency Analysis was prepared and it is determined that the project falls within the scope of the previously certified SEIR as none of the criteria under CEQA Guidelines Section 15162 has occurred; (1) there are no substantial changes to the Project that require major revisions to the SEIR due to new significant environmental effects, (2) there are no substantial changes with respect to the circumstances under which the Project is considered that involve any new significant environmental effects or substantial increase in the severity of previously identified significant effects, and (3) no new information that shows the Project will have more significant effects not previously discussed, no new significant effects previously examined will be substantially more severe than previously shown, no new mitigation measures are necessary as the Addendum/Consistency Analysis was prepared in compliance with CEQA Guidelines Sections 15164. The Project is subject to the previous Mitigation Measures identified in the Monitoring and Reporting Program.

Any person may either submit written comments to the City Council before the hearing or may appear and be heard before the City Council at the time of the hearing If you wish to challenge any of this matter in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Murrieta City Clerk at 1 Town Square, Murrieta, CA 92562 and by email at [email protected]. Written comments may also be submitted at the public hearing.
