ATRC TIP Amendment 6 27 24

AMENDMENT TO

ATRC FY 2024-2027

TRANSPORTATION IMPROVEMENT PROGRAM

June 27, 2024

Pursuant to (FTA Circular 9030.1C, Chapter 5, #6(f): The public involvement procedures associated with TIP development were used to satisfy the program-of-projects requirements of the Urbanized Area Formula Program under Section 5307.

The Androscoggin Transportation Resource Center (ATRC), being the designated Metropolitan Planning Organization (MPO) for Lewiston, Auburn, Lisbon and Sabattus is seeking to amend the ATRC Transportation Improvement Program (TIP) for the Federal Fiscal Years 2024-2027. All federally funded projects must be in the State Transportation Improvement Program (STIP) and the Metropolitan Planning Organization's Transportation Improvement Program (TIP) in order to receive federal funding. These projects are located in the ATRC area and are funded with Federal Highway Administration and Federal Transit Administration funds. ATRC must update the TIP when there is a change to any project such as funding increase or a request to add a project to the TIP. These changes must also be reflected in the MaineDOT STIP. MaineDOT must receive the ATRC Policy Committee endorsement when any federally funded project has a major scope change or cost increase or when MaineDOT wishes to add a project to the STIP.

ATRC is therefore seeking public comments on the 6-27-2024 Amendment to the 2024-2027 TIP as required by MaineDOT, the Federal Transit Administration (FTA), and the Federal Highway Administration (FHWA). This amendment captures a new project and funding within the ATRC Area and is required to be included in the ATRC TIP upon approval. This public notice of public participation activities and the time established for public review of and comments on the TIP will satisfy the POP requirements.
