On August 8, the United Nations (UN) Member States unanimously approved the text of the Convention against Cybercrime, the first legally binding global instrument on cybercrime.
The final text is the result of nearly three years of intensive negotiations within the UN Ad Hoc Committee to elaborate a comprehensive international convention on countering the use of information and communications technologies for criminal purposes.
Mexico welcomes the adoption of this Convention, which will lay the groundwork for effective international cooperation and provide tools for collectively and swiftly combating cybercrime. It will also help close gaps in legislation and set standards that allow for international regulatory harmonization.
The Mexican delegation actively participated in all Committee sessions, taking a constructive and conciliatory role to build a robust legal instrument that faithfully reflects its universal mandate. Throughout the process, Mexico promoted solid, transparent, and inclusive technical foundations to build trust, encourage the exchange of experiences, and develop the technical and legal capacities necessary to fight cybercrime.
As this treaty is unprecedented, the Mexican Government prioritized and advocated for human rights protection as an essential prerequisite. The Convention will be presented at the 79th session of the UN General Assembly for subsequent signature and ratification by Member States, in accordance with their respective national legislative frameworks.
