Second Preparatory Committee for the 11th Review Conference of the Parties

to the Treaty on the Non-proliferation of Nuclear Weapons (NPT)

Geneva, 22 July - 2 August 2024

Mr. Chair,

The European Union wishes to thank you for the way in which you have conducted the proceedings and steered the debates throughout this second session of the Preparatory Committee to the Eleventh NPT Review Conference. Despite a highly polarised atmosphere, discussions have been substantive and inclusive. In our view, it is possible to foresee a way forward on some important areas ahead of the 2026 Review Conference. This will however require a true commitment by all States Parties to work together.

We regret that, in spite of your best efforts, it has not been possible to adopt a consensus factual summary of this Preparatory Committee session. However, we welcome that you have used the prerogative of the Chair to issue a Chair's Summary, consistent with past practice.

Mr. Chair,

The European Union and its Member States firmly intend to continue working with States Parties in order to further strengthen the Treaty's position as the cornerstone of the global nuclear non-proliferation regime, the essential foundation for the pursuit of nuclear disarmament in accordance with its Article VI, and an important element in the development of nuclear energy applications for peaceful purposes.
