ZEV Infrastructure Grants Available to Municipalities in New York State

The New York State Department of Environmental Conservation (NYS DEC) is pleased to announce that the next round of the Municipal ZEV Infrastructure Grant Program is open.

These grants support the installation of hydrogen filling station components or Level 2 and Level 3 electric vehicle supply equipment (EVSE) for public use. A total of $5.5 million is available on a first-come, first-served basis. The local match requirement is variable based on the municipality's median household income (MHI) and on whether the ZEV infrastructure is located within a disadvantaged community, as identified by the Climate Justice Working Group criteria: https://climate.ny.gov/resources/disadvantaged-communities-criteria/. For ZEV infrastructure located within a disadvantaged community, no match is required, regardless of the municipality's median MHI. For ZEV infrastructure not located within a disadvantaged community, a variable match is required based on the municipality's MHI:
• A local match equal to 20 percent of total eligible costs is required for municipalities with a MHI greater than or equal to the $81,386.
• A local match equal to 10 percent of total eligible costs is required for municipalities with a MHI that is greater than $65,108 but less than $81,386.
• No local match is required for municipalities with a MHI less than or equal to $65,108.

Please note: The New York State Enery Research and Devlopment Authority (NYSERDA) Charge Ready Program and the NYS DEC ZEV Infrastructure Grant Program may NOT be utilized together for the same EVSE installation.

Eligible expenses incurred between October 1, 2023, and September 30, 2026, are eligible for reimbursement. Eligible expenses include personnel services, contractual services, materials, charging station equipment, cable management system, signage, paving materials, paint, hardware and software, site work, trenching, paving, wiring, installation of protective features such as wheel stops and bollards, electricity related to facility operation, and electric utility installations or upgrades before the location's electrical panel as long as the upgrade is intended solely to support the installation of the EVSE or upgrade to additional or higher capacity EVSE equipment.

NYS DEC is accepting applications for the Municipal ZEV Infrastructure Grants through 4:00 p.m. on February 28, 2025.
