Troop C DWI arrests August 2 - August 14, 2024

On August 2, 2024, at approximately 2:58 p.m., New York State Police at Sidney arrested Bobbi Jo Jerman, age 38 of Sidney, NY for the misdemeanor of Driving While Ability Impaired by Drugs. A Trooper initiated a traffic stop on Main Street in Bainbridge after observing vehicle and traffic violations. Troopers observed that Jerman appeared impaired. After performing Standardized Field Sobriety Tests, which were indicative of impairment Jerman was arrested. She was additionally evaluated by a New York State Police Drug Recognition Expert. Jerman was processed and issued appearance tickets to the Bainbridge Town Court on September 3, 2024. During the traffic stop, Jerman's passenger, Steven R. Baker, age 42 of Sidney, NY was also arrested after Troopers located him in possession of illicit substances. Baker was charged with the class "D" felony of Criminal Possession of a Controlled Substance in the fifth degree and the misdemeanor Criminal Possession of a Controlled Substance in the seventh degree. Baker was processed and transported to the Chenango County Correctional Facility for Centralized Arraignment.

On August 3, 2024, at approximately 1:18 a.m., New York State Police at Sidney arrested Edgar G. Perez Santiago, age 27 of Sidney, NY for the misdemeanor of Aggravated Driving While Intoxicated. Troopers observed a vehicle leaving Speedway on State Highway 7 and State Highway 8 and continue onto State Highway 8 making multiple vehicle and traffic violations. While interviewing Perez Santiago, a Trooper detected an odor of an alcoholic beverage and other characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, Perez Santiago was arrested. His reportable B.A.C was .18%. Perez Santiago was processed and issued appearance tickets to the Sidney Village Court on August 27, 2024, then turned over to a sober third party.

On August 3, 2024, at approximately 3:55 p.m., New York State Police at Endwell arrested Michael A. Nimmons, age 57 of Endicott, NY for the class "E" felony of Aggravated Driving While Intoxicated (with a previous conviction within 10 years). A Trooper was dispatched by Broome County 911 to check on a vehicle that was stopped at the intersection of Hooper Road and County Club Road in the town of Union. 911 callers reported that the operator appeared to be sleeping. When the Trooper arrived, he observed the vehicle was running and still in drive with Nimmons sleeping in the drivers' seat. While interviewing Nimmons, the Trooper smelled an odor of an alcoholic beverage and other characteristics commonly associated with impairment. Nimmons was asked to perform Standardized Field Sobriety Tests, which he performed poorly. He was arrested and transported to SP Endwell where his reportable B.A.C was .18%. Nimmons was processed and issued appearance tickets to the Union Town Court on August 13, 2024, then released to a sober third party.

On August 3, 2024, at approximately 8:27 p.m., New York State Police at Ithaca arrested Thomas J. Enderby, age 61 of Horseheads, NY for the misdemeanor of Driving While Intoxicated. A Trooper on State Route 13 in Lansing observed a vehicle traveling much slower than other vehicles and failing to maintain a lane. The Trooper initiated a traffic stop and while interviewing Enderby, the Trooper smelled an odor of an alcoholic beverage and characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, Enderby was arrested. His reportable B.A.C was .08%. Enderby was processed and issued appearance tickets to the Lansing Town Court on September 17, 2024.

On August 5, 2024, at approximately 12:02 a.m., New York State Police at Endwell arrested Lisa M. Klenchik, age 61 of Binghamton, NY misdemeanor of Aggravated Driving While Intoxicated. While on State Route 17 in Union, a Trooper observed a vehicle with no head lamps or rear lamps. A traffic stop was made on Riverside Drive in the village of Johnson City. While interviewing Klenchik, the Trooper smelled an odor of an alcoholic beverage and observed characteristics associated with alcohol impairment. Klenchik performed Standardized Field Sobriety Tests poorly and was arrested. Her reportable B.A.C was .20%. She was processed and issued appearance tickets to the Union Town Court on August 27, 2024, then released to a sober third party.

On August 6, 2024, at approximately 10:45 p.m., New York State Police at Binghamton arrested Vitaliy V. Senderov, age 60 of Greenville, PA for the misdemeanor of Driving While Intoxicated. A Trooper was dispatched to check the welfare of a male that was acting erratically while at Dorchester Park in Whitney Point. The Trooper located Senderov in his vehicle, sleeping, with the keys in the ignition. The Trooper additionally observed characteristics commonly associated with impairment. Senderov was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. He was arrested and processed at SP Whitney Point where his reportable B.A.C was .14%. Senderov was issued appearance tickets to the Triangle Town Court on September 2, 2024, then turned over to a sober third party.

On August 7, 2024, at approximately 8:07 p.m., New York State Police at Sidney arrested Franklin H. Cargile, age 70 of Bainbridge, NY for the misdemeanors of Driving While Impaired by Drugs and Criminal Possession of a Controlled Substance in the seventh degree. A Trooper conducted a traffic stop after observing vehicle and traffic violations while on North Main Street in Bainbridge. While interviewing Cargile, the Trooper observed characteristics associated with impairment. The Trooper also observed illicit drug paraphernalia. Cargile was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. He was arrested and transported to SP Sidney. Cargile was issued appearance tickets to the Bainbridge Town Court on September 16, 2024. A passenger in the vehicle was not charged.

On August 9, 2024, at approximately 2:31 a.m., New York State Police at Sidney arrested Jezlin A. Agustin-Gomez, age 26 of Unadilla, NY for the misdemeanor of Driving While Intoxicated. Troopers on Main Street in the village of Sidney observed a vehicle make vehicle and traffic violations and initiated a traffic stop. While interviewing Agustin-Gomez, a Trooper observed characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, Agustin-Gomez was arrested. His reportable B.A.C was .12%. Agustin-Gomez was processed and issued appearance tickets to the Sidney Village Court on August 27, 2024, then turned over to a sober third party.

On August 8, 2024, at approximately 11:08 p.m., New York State Police at Oneonta arrested Darren R. Finkle, age 43 of East Meredith, NY for the misdemeanor of Driving While Intoxicated. Troopers were dispatched to a report of a vehicle in a ditch on County Highway 14 in Treadwell. They located Finkle who told Troopers that he did not have any injuries. While explaining to Troopers what happened, a Trooper detected an odor of an alcoholic beverage. During an investigation at the scene, Finkle told Troopers he felt ill and was transported to O'Conner Hospital. While at the hospital Troopers determined that Finkle was impaired while operating his vehicle. He was issued appearance tickets to the Meredith Town Court on September 4, 2024, and processed at a later date.

On August 9, 2024, New York State Police at Richfield Springs arrested Daryl A. Hawes, age 36 of West Edmeston, NY for the misdemeanor of Driving While Intoxicated. Troopers were dispatched to State Highway 28 in Fly Creek for a report of a two-vehicle crash. No injuries were reported to the Troopers on scene. An investigation at the scene indicated that Hawes was operating his vehicle in the wrong lane of travel when he struck another vehicle. While interviewing Hawes about what happened, a Trooper smelled an odor of an alcoholic beverage and asked Hawes to perform Standardized Field Sobriety Tests; which indicated impairment. Hawes' reportable B.A.C was .13%. He was processed and issued appearance tickets to the Otsego Town Court on August 28, 2024, the released to a sober third party.

On August 10, 2024, at approximately 3:40 a.m., New York State Police at Binghamton arrested Francis U. Onyeike, age 34 of Binghamton, NY for the class "E" felony of Driving While intoxicated (with a previous conviction within 10 years). Troopers on Court Street observed a vehicle cross the center double yellow line on multiple occasions and initiated a traffic stop. While interviewing Onyeike, a Trooper observed characteristics associated with impairment, in addition to smelling an odor of an alcoholic beverage. After performing Standardized Field Sobriety Tests poorly, Onyeike was arrested. His reportable B.A.C was .10%. Onyeike was processed and issued appearance tickets to the Binghamton City Court on September 30, 2024, then turned over to a sober third party.

On August 10, 2024, at approximately 11:23 a.m., New York State Police at Homer arrested Kieran K. Matzky, age 22 of Pittsford, NY for the misdemeanor of Driving While Intoxicated. Troopers initiated a traffic stop after Matzky was observed spinning his tires and doing a "burn out" at the Mobil on West Road in Homer. While interviewing Matzky, Troopers smelled an odor of an alcoholic beverage along with characteristics commonly associated with impairment. After performing Standardized Field Sobriety Tests poorly, Matzky was arrested. His reportable B.A.C was .14%. Matzky was processed and issued appearance tickets to the Homer Town Court on September 3, 2024, then turned over to a sober third party.

On August 10, 2024, at approximately 2:41 p.m., New York State Police at Gateway arrested Jaynine Dixon, age 53 of Windsor, NY for the class "E" felony of Driving While Intoxicated (with a previous conviction within 10 years). A Trooper was dispatched to a one vehicle crash in a ditch on Trim Street in Windsor. When the Trooper arrived, no one was in the vehicle. After an investigation, Dixon was arrested. She's scheduled to appear at the Windsor Town Court on September 9, 2024.

On August 10, 2024, at approximately 4:16 p.m., New York State Police at Stamford arrested Daniel P. Shultz, age 62 of Margaretville, NY for the class "E" felony of Aggravated Driving While Intoxicated with a Child Less than 16 As Passenger (Leandra's Law), the class "E" felony of Aggravated Unlicensed Operation in the first degree (permanent revocation) and the misdemeanor of Endangering the Welfare of a Child. While monitoring traffic on County Road 3 in Middletown, a Trooper observed Shultz operating a vehicle. The Trooper is familiar with Shultz and knew he has a permanently revoked drivers license and should not be operating a vehicle. The vehicle also had a vehicle and traffic infraction. While interviewing Shultz, Troopers smelled an odor of an alcoholic beverage and observed a 13-year-old passenger in the vehicle. Shultz showed signs of impairment while performing Standardized Field Sobriety Tests and was arrested. His reportable B.A.C was .09%. Shultz was processed and transported to the Delaware Correctional Facility for Centralized Arraignment. He's scheduled to appear in the Middlefield Town Court on August 20, 2024.

On August 10, 2024, at approximately 8:20 p.m., New York State Police at Endwell arrested Dyllan J. Guido, age 28 of Endicott, NY for the class "E" felony of Driving While Intoxicated (with a previous conviction within 10 years). A Trooper was dispatched to a report of a vehicle that struck a guard rail on Nanticoke Drive in Endicott. While interviewing Guido about what happened, the Trooper observed characteristics commonly associated with alcohol impairment. After performing Standardized Field Sobriety Tests poorly, Guido was arrested. His reportable B.A.C was .19%. Guido was processed and issued appearance tickets to the Union Town Court on August 27, 2024, and released to a sober third party.

On August 10, 2024, at approximately 8:25 p.m., New York State Police at Sidney arrested Timothy J H Wood, age 37 of Vernon, NY for the class "E" felony of Aggravated Driving While Intoxicated with a Child Less Than 16 As Passenger (Leandra's Law). A Trooper who was working the Unadilla Motor Cross Event in New Berlin was notified that a male on an ATV got into an altercation with a security guard. It was reported to the Trooper that Wood was operating the ATV recklessly throughout the campground with an adult female passenger and a 9-year-old on his lap. The Trooper located Wood and determined that he was operating the ATV impaired. Wood was arrested and later issued appearance tickets to the Columbus Town Court on September 4, 2024.

On August 11, 2024, at approximately 3:09 a.m., New York State Police at Binghamton arrested Joshua Gonzalez, age 39 of Binghamton, NY for the misdemeanor of Driving While Intoxicated. A Trooper observed a vehicle speeding on Upper Court Street in Kirkwood, the vehicle stopped at Loves Truck Stop. While interviewing Gonzalez, the Trooper observed characteristics associated with impairment. Gonzalez was arrested and processed then turned over to the Broome County Correctional Facility for Centralized Arraignment.

On August 11, 2024, at approximately 6:25 p.m., New York State Police at Richfield Springs arrested Jose L. Guajardo, age 42 of Kent, WA for the class "E" felony of Criminal Possession of a Firearm and the misdemeanor of Driving While Ability Impaired by Drugs. A Trooper observed a vehicle speeding while on State Highway 20 in Richfield Springs and initiated a traffic stop. While interviewing Guajardo, the Trooper observed characteristics associated with impairment. After performing Standardized Field Sobriety Test poorly, Guajardo was arrested. Troopers additionally located a loaded gun in the vehicle. Guajardo was processed then transported to the Otsego County Correctional Facility for Centralized Arraignment.

On August 11, 2024, at approximately 8:23 p.m., New York State Police at Owego arrested Jarrad J. Bogdan, age 35 of Binghamton, NY for the misdemeanor of Driving While Ability Impaired by Drugs and Criminal Possession of a Controlled Substance in the seventh degree. A Trooper initiated a traffic stop after observing Bogdan traveling from Clover Road and onto State 434 while not wearing a seatbelt. While interviewing Bogdan, the Trooper observed impairment. Bogdan was asked to perform Standardized Field Sobriety Tests, which confirmed impairment and he was arrested. Troopers also located suspected illegal drugs in the vehicle. Bogdan was transported to SP Owego where he was additionally evaluated by a New York State Police Drug Recognition Expert. Bogdan was processed and issued appearance tickets to the Owego Town Court on September 26, 2024, then released to a sober third party.

On August 12, 2024, at approximately 6:45 p.m., New York State Police at Binghamton arrested Ronald A. Fergusson, age 75 of Windsor, NY for the misdemeanor of Driving While Intoxicated. Troopers monitoring traffic on Interstate 88 in Fenton observed a vehicle fail to maintain its lane and initiated a traffic stop. While interviewing Fergusson, a Trooper smelled an odor of an alcoholic beverage and other characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, Fergusson was arrested. His reportable B.A.C was .12%. Fergusson was processed and issued appeared tickets to the Fenton Town Court on September 12, 2024, and turned over to a sober third party.

On August 12, 2024, at approximately 5:12 p.m., New York State Police at Ithaca arrested Victor Albrecht, age 34 of Freeville, NY for the misdemeanors of Criminal Contempt in the second degree and Driving While Ability Impaired by Drugs. Troopers were dispatched to a complaint that Albrecht was violating an order of protection by driving his motorcycle numerous times past a victim's home in Lansing. While conducting an interview with the victim, the Trooper spotted Albrecht drive past the residence at a high rate of speed. The Trooper initiated a traffic stop on Fenner Road and while interviewing Albrecht, he (Albrecht) stated he began to feel dizzy and EMS was called. It was determined that Albrecht was under the influence of drugs and EMS utilized Narcan. Albrecht was transported to Cayuga Medical and once released, he was processed. Albrecht was then transported to the Tompkins County Correctional Facility for Centralized Arraignment.

On August 13, 2024, at approximately 6:02 p.m., New York State Police at Oneonta arrested Christopher A. Romano, age 37 of Unadilla, NY for the misdemeanors of Driving While Ability Impaired by Drugs and Criminal Possession of a Controlled Substance in the seventh degree. A Trooper went to check on a complaint of a suspicious vehicle in the area of Swart Hollow Road in Oneonta. While talking to Romano, the Trooper determined that Romano had driven his vehicle to the location and was impaired. After performing Standardized Field Sobriety Tests poorly, he was arrested. Romano was processed and issued appearance tickets to the Oneonta Town Court on September 17, 2024.

On August 14 2024, at approximately 6:01 p.m., New York State Police at Gateway arrested David Riley, age 42 of Sacramento, CA for the class "D" felony of Possession of a Forged Instrument and the misdemeanor of Driving While Intoxicated. A Trooper monitoring traffic on Interstate 81 in Lisle observed a vehicle with a temporary paper registration. The temporary registration also had different vehicle registered to it, and other vehicle and traffic violations so the Trooper initiated a traffic stop. While interviewing Riley, the Trooper observed characteristics commonly associated with impairment. After performing Standardized Field Sobriety Tests poorly, Riley was arrested. He was processed at SP Binghamton for DWI and the fake plate. Riley was transported to the Broome County Correctional Facility for Centralized Arraignment.

On August 14, 2024, at approximately 9:01 p.m., New York State Police at Deposit arrested Erick Naranjo Guzman, age 20 of Queens, NY for the misdemeanors of Driving While Intoxicated and Unlawfully Fleeing a Police Officer in a Motor Vehicle. A Trooper on State Highway 17 in Deposit observed a vehicle traveling eastbound and speeding. The Trooper attempted to initiate a traffic stop but the operator of the vehicle increased his speed and turned off the vehicle's headlights. The vehicle then pulled over on 17 in the town of Deposit but when the Trooper got out of his vehicle and began to approach the vehicle, the operator sped off again. The vehicle ultimately exited the highway at exit 89 but was unable to maintain control of the vehicle and went off the roadway at 95 County Road 28 in Hancock. The passenger of the vehicle, a 20-year-old female from New York, NY was outside the vehicle with her hands up. Troopers learned that the operator fled on foot. Naranjo Guzman was taken into custody a short time later. Naranjo Guzman additionally performed Standardized Field Sobriety Tests poorly. His reportable B.A.C was .10%. Naranjo Guzman was processed and issued appearance tickets to the Hancock Town Court on September 30, 2024, then turned over to a sober third party.
