CONNECTICUT INSURANCE DEPARTMENT TO HOST NITIPHA CHANGLUM FOR NAIC 2024 INTERNATIONAL FELLOWS PROGRAM

HARTFORD - The Connecticut Insurance Department (CID) is hosting an insurance regulator from Thailand's Office of the Insurance Commission this fall as part of the National Association of Insurance Commissioners International Fellows Program.

Ms. Nitipha Changlum, a Senior Specialist in Life Insurance Business Supervision, will spend five weeks with the Insurance Department from October 7 to November 8, learning about the U.S. state-based system of insurance regulation and discussing supervisory best practices. Ms. Changlum brings a wealth of technical expertise in insurance supervision, with advanced degrees in international management and economics from universities in Europe and Thailand and over seven years of regulatory experience with the Office of the Insurance Commission (OIC) across roles of increasing responsibility. In her current OIC role, Ms. Changlum oversees the regulation of life insurance companies in areas such as licensing, financial stability, shareholder structure, and mergers and acquisitions.

I look forward to exchanging ideas with the talented team at the Connecticut Insurance Department and bringing back new knowledge to enhance insurance supervision in my country." During her fellowship, Ms. Changlum will work alongside CID experts in all divisions, including but not limited to Financial Regulation, Market Regulation, Actuarial, and Life & Health. She will focus on insurance company financial supervision and licensing procedures, gaining insights into best practices that can strengthen the regulatory framework in Thailand.

Her fellowship will also include exposure to CID's reinsurance and catastrophe modeling practices, as well as risk-focused examination processes. She is particularly interested in learning how U.S. regulators handle mergers and acquisitions in the insurance sector and plans to apply these lessons to her work in Thailand.

About NAIC's International Fellows Program: The NAIC International Fellows Program, established in 2005, facilitates the exchange of knowledge and expertise among insurance regulators from around the world. The program aims to promote global regulatory partnerships and advance best practices in the insurance sector.

Since the program began, over 300 fellows have participated in person, with an additional 200 joining virtually, representing more than 45 different countries. Connecticut has had the privilege of hosting international fellows from Poland, Bermuda, Saudi Arabia, Taiwan, the Bahamas, and Brazil.
