November 1, 2024 - The City of St. Petersburg is reminding residents that permitting is required for the repair and rebuilding of homes impacted by Hurricanes Helene and Milton. Those living in designated flood hazard areas are subject to additional requirements. To find out if you live in a flood hazard area, please visit: stpete.org/rule49.
This existing requirement ensures that reconstruction meets safety standards while also complying with FEMA regulations, the City's 49% Rule, and other Floodplain Management regulations put in place to protect the resilience of St. Pete neighborhoods.
Upcoming Info Session: To assist residents with understanding the requirements, the City is hosting a Virtual 49% Rule Info Sessionon November 8, 2024 at noon. Session details will be posted on stpete.org/rule49 All residents living in the Special Flood Hazard area will also be receiving a letter in the mail from the City with more information
What homeowners need to know about the 49% Rule and how it impacts the permitting process:
Homeowners are required to apply for a permit if their property sustained damage in Helene or Milton. Permitting is a key step in helping residents rebuild safely and in compliance with both local and federal floodplain management guidelines.
Under the 49% Rule, if the cost of repairs and improvements to a structure equals or exceeds 49% of the building's market value before the storm, the structure must meet current zoning, building, and floodplain management regulations. Compliance can include elevating the structure, implementing floodproofing measures, or adhering to other flood protection standards set by city ordinances and federal guidelines.

How to apply for a permit:
Visit the main permitting office at the Municipal Services Center at One 4th St. N. Operating hours are Monday, Tuesday, Thursday, Friday from 8 a.m.- 4 p.m. and Wednesday 8 a.m.- 12 p.m.
Apply online at stpete.org/permitting. Be sure to use "Storm Related Damage" as the User Class.
