UPDATE #2: Arrest Made in September 10 Murder of Anthony Garland in the Lloyd District Neighborhood

An arrest has been made in the September 10, 2024 murder of Anthony Garland in the Lloyd District Neighborhood.
Since the murder, Homicide Unit Detectives have been investigating the case and developed information about a suspect, Estabon Ramirez, 31. The Multnomah County District Attorney's office requested and was granted an arrest warrant for him related to the crime. Homicide Unit detectives distributed an informational flyer to sworn personnel.
On Friday, September 27, 2024 at 9:30a.m., a Portland Police patrol officer assigned to Central Precinct was searching for a different suspect in an unrelated crime when he recognized Ramirez near Northwest 14th Avenue and Northwest Couch Street. The officer requested assistance and numerous officers responded. After quickly developing a custody plan, they arrested the suspect, who was transported to the Detective Division. Ramirez was subsequently booked into the Multnomah County Detention Center on the warrant for Murder in the Second Degree and Unlawful Use of a Weapon, as well as 4 other unrelated arrest warrants.
The victim's family has been notified of the arrest.

One person is deceased following a shooting in the Lloyd Neighborhood.
On Tuesday, September 10, 2024, at approximately 5:30 p.m., North Precinct officers responded to reports of a shooting in the area of Northeast Grand Avenue and Northeast 6th Avenue in the Lloyd Neighborhood. When officers arrived, they located an adult male deceased.
The suspect or suspects left the scene before police arrived and no arrests have been made.
The Homicide Unit responded to the scene to investigate. There will be a slight disruption to traffic during this time.
