Rhode Island Launches First Phase of Home Electrification and Appliance Rebates Program

On September 17 , 2024, the Rhode Island Office of Energy Resources launched the first phase of its Inflation Reduction Act Home Electrification and Appliance Rebates Program (HEAR).

Rhode Island will use its HEAR program to offer rebates for measures not available through existing state programs. The program will be launched in two phases, with the first deployed in partnership with six Community Action Partnerships (CAPs) across the state: Blackstone Valley Community Action Program, Community Action Partnership of Providence, Comprehensive Community Action Plan, East Bay Community Action Program, Tri-County Community Action Program, and Westbay Community Action Program. Initially, rebates will be available only to low-income households below 80 percent Area Median Income (AMI) for up to $4,000 for electrical panels, $2,500 for electrical wiring, and $840 for ENERGY STAR certified electric stove, cooktop, range or oven and, $840 for ENERGY STAR certified electric heat pump clothes dryers Homeowners that access LIHEAP or other income-eligible programs can contact their local CAP Agency to schedule a home energy audit to determine their household's unique energy needs. The second phase of the HEAR program, which is under development, will allow moderate-income households to access these rebates.
