Foreign Ministry relieves consul in Shanghai of his duties
  • Leopoldo Guadalupe Michel Díaz has been relieved of his duties as consul at the Consulate General of Mexico in Shanghai, and will return to Mexico to face disciplinary proceedings in accordance with the Foreign Service Law
  • The Foreign Ministry enforces zero tolerance for harassment, violence, and workplace bullying in its representations abroad

The Ministry of Foreign Affairs reaffirms its unwavering commitment to ensuring a work environment that is free from all forms of violence, harassment and workplace bullying.

The recent events at the Consulate General of Mexico in Shanghai are regrettable and not representative of the Mexican Foreign Service as a whole.

On Foreign Secretary Alicia Bárcena's instructions, Leopoldo Guadalupe Michel Díaz was today relieved of his duties as consul at the Consulate General of Mexico in Shanghai.

On August 8, the Disciplinary Affairs Subcommittee of the Foreign Service Personnel Commission barred Michel Díaz from entering the consulate to ensure the safety of staff and the public on the premises.

Michel Díaz had previously received orders to return to Mexico on July 11 for violating precautionary measures imposed to protect the consulate staff. He will face disciplinary proceedings at the Foreign Ministry in accordance with the Foreign Service Law and its Regulations.

The Foreign Ministry reiterates its zero-tolerance policy for harassment, bullying, violence and any conduct that violates its Code of Ethics.
