GENTEXT/REMARKS/1. Per the references, Commanding General, Training
& Education Command (TECOM) sponsors the annual Training Input Plan
(TIP) Development Cycle, and the TECOM Student Registrar Branch acts
as the TECOM agent. This message provides guidance to sponsors who
must submit formal school quota requirements to TECOM.
2. Background.
2.a. TECOM solicits formal school quota requirements from sponsors
and from Fleet Marine Force (FMF) / supporting establishment (SE)
commanders annually. The compiled requirements create the TIP, which
is used to program, resource, and schedule training capacity.
2.b. The annual TIP contains formal school quota requirements
collected and validated during a multi-month development cycle
beginning with a TIP Symposium and culminating with a TIP Working
Group where final adjudication of requirements occurs prior to
publication by TECOM.
2.c. Sponsors who do not submit requirements will not have their
requirements published. This may result in these sponsors not
having FY27 allocations in their desired courses.
3. Objectives.
3.a. Finalize FY27 formal school requirements by military
occupational specialty or by individual course identifier,
sponsor, and student type.
3.b. Collect projected FY28 - 31 formal school requirements by
military occupational specialty or by individual course identifier,
sponsor, and student type.
4. TIP Symposium. TECOM Student Registrar Branch will host a
one-day TIP Symposium scheduled for 3 December 2024 at Little Hall,
Marine Corps Base Quantico. The intent of this symposium is to
provide training to newly assigned requirement sponsors; however,
all sponsors are welcome and encouraged to participate. Topics will
include the TIP process, sponsor roles, responsibilities and best
practices, and an overview of the TECOM Formal Schools Training
Support (FSTS) program. Additional information regarding the
symposium, including times and detailed agenda, will be provided
via separate correspondence.
5. Sponsor requirement submission period. TECOM requires
submissions approximately two months prior to the working group
to allow time for analysis and validation.
5.a. The following sponsors under Deputy Commandant, Manpower &
Reserve Affairs should submit FY27 - 31 requirements by 28 February
2025 (deadline is dependent on the date the January Authorized
Strength Report is published):
5.a.1. Those with active duty, entry-level, officer requirements.
5.a.2. Those with active duty, entry-level, enlisted requirements.
5.a.3. Those with reserve, entry-level, officer requirements.
5.a.4. Those with reserve, entry-level, enlisted requirements.
5.a.5. Those with enlisted or officer lateral move requirements.
5.a.6. Examples of these sponsors are Manpower, Plans, and Policy;
Reserve Affairs Personnel, Policy, Plans and Programming; and Reserve
Affairs Management. Submit requirements in the Marine Corps
Training Information System (MCTIMS) Student Registrar Module.
5.b. Sponsors not included in paragraph 5.a. above must submit best
estimate FY27 - 31 requirements no later than 31 January 2025.
Those sponsors' requirements must be connected to an active course
identifier, and they shall submit requirements in the MCTIMS Student
Registrar Module.
5.c. Method for submitting FY27-31 requirements.
5.c.1. The Sponsor TIP Tool within the MCTIMS Student Registrar
Module is the single method for submitting requirements.
Use of the Sponsor TIP Tool enables a record of requirements-related
communication between sponsors and TECOM within MCTIMS.
A banner notification on the MCTIMS Student Registrar Module home
screen will announce the opening of the submission period on or
about 9 December 2024.
5.c.2. TECOM will evaluate all requirements against the sponsors'
past seat utilization and may return for further justification in
the case of increased requirements or under-utilization.
All new requirements will require justification before being
accepted by TECOM.
5.c.3. Sponsors may contact the TECOM Student Registrar Branch for
additional guidance on use of the Sponsor TIP Tool.
6. Post-submission review.
6.a. TECOM evaluates each requirement submission against sponsors'
past seat utilization, typically calculated as the average of the
three most recent complete fiscal years. For FY27-31 submissions,
TECOM will compare the requirements against the FY22-24
utilization. TECOM will also look at the accepted requirements for
FY25-26 when evaluating submissions. Sponsors must provide
justification when their FY27-31 requirements show an increase, or
a deviation from historic past utilization, of 10 percent or more.
Submissions requiring additional justification or adjustment will be
returned to the sponsor directly through the Sponsor TIP Tool.
6.b. Most sponsor requirements will be fully adjudicated and
accepted for publication through the MCTIMS submission workflow.
However, courses with more than one sponsor and a total requirement
that exceeds course capacity or courses that otherwise warrant
special attention will be adjudicated during the TIP working group.
7. TIP working group.
7.a. The working group will meet virtually via Microsoft Teams and
is tentatively scheduled for Tuesday 11, March - Wednesday 12, March
2025. Final dates and times will be coordinated with sponsors via
separate correspondence.
7.b. When established, dial-in information will also be posted
within the virtual team. If attendees are unable to participate via
Microsoft Teams, notify the point of contact (POC) provided to
receive dial-in instructions.
7.c. The working group host will post an agenda and any other
documents attendees may need in advance within the virtual team.
7.d. The scope of the working group will be limited to address
courses that have more than one sponsor and a total requirement that
exceeds anticipated course capacity, and other select courses that
warrant special attention. The Student Registrar Branch will contact
the sponsor(s) of these courses to ensure their attendance. There is
no attendance requirement for sponsors whose course requirements do
not meet the stated two criteria above.
7.e. The agenda posted within Microsoft Teams will identify sponsors
who are expected to attend as well as sponsors whose attendance is
not required. If a sponsor not listed to attend the WG believes a
course warrants close attention, please contact Student Registrar
Branch to nominate the course.
8. Sponsors should contact the listed POC to ensure Student
Registrar Branch has correct contact information for your sponsor
code.
9. This MARADMIN applies to the total force.
