Los Angeles - The Housing Authority of the City of Los Angeles is proud to announce that seven housing communities will receive more than $4.5 Million in federal funding to enhance affordable housing with building improvements and community sustainability initiatives. This funding was made possible thanks to Congressional support through grants from the Congressionally Directed Economic Development Initiative (EDI) Community Project Funding (CPF) program.
Thanks to the leadership and advocacy of the U.S. Congress, including Representative Maxine Waters (CA-43), Representative Jimmy Gomez (CA-34), Representative Nanette Barragán (CA-44), Representative Sydney Kamlager-Dove (CA-37), and U.S. Senator Adam Schiff for their vital support in securing funding for citywide investments that strengthen HACLA's mission.
"This critical funding will ensure that dozens of families can live safer and healthier lives in the place they call home," said Sen. Schiff. "I'm grateful to have worked with HACLA to secure these grants, and I'm looking forward to seeing these improvements implemented in the very near future."
"As the founder of the Congressional Renters Caucus, I understand the effects that the housing affordability crisis is having on working-class families who are struggling to keep a roof over their head and food on the table," said Rep. Gomez. "That's why I worked to secure $1 million in federal funding to preserve and upgrade nearly 350 affordable housing units in our district. This federal funding will be used to install cool roofs for 296 units at the Pico Gardens - Las Casitas Housing Development and for the third phase of the Rose Hill Courts redevelopment, which will fund improvements to 48 units, a community center and central park. I will continue to advocate for more federal funding to preserve and upgrade much needed housing stock so that Angelenos have affordable options in which to live."
"With Los Angeles on the front lines of the climate crisis, we must do everything in our power to advance environmental justice and protect our most vulnerable communities," said Rep. Kamlager-Dove. "I was proud to secure $510,000 in federal funding to make much-needed improvements to the Avalon Gardens public housing site, keeping residents safe and cool during the sweltering summer months. Alleviating housing insecurity in Los Angeles requires a whole-of-government approach, and I will continue to leverage my role in Congress to support our city and county partners- like HACLA- to enhance the overall well-being of our community."
"It's vital that we empower low-income communities with clean transportation options that ease the burden of high gas prices and pollution," said Rep. Barragán. "I'm proud to have delivered federal Community Funded Project money that expands and improves the EV car share program at Rancho San Pedro. This program has been a tremendous success. It provides an affordable and accessible transportation option for people to meet their daily needs while supporting a healthier, sustainable future."
EDI CPF grants invest in a wide range of initiatives, including housing, homelessness prevention, workforce development, public facilities, parks, resilience planning, and other critical infrastructure and services that improve the quality of life for millions of Americans. These grants are awarded through a congressionally directed application process and administered by the U.S. Department of Housing and Urban Development.

HACLA's FY24 EDI CPF awards will allocate $4.5 million to support a range of critical projects, including capital and accessibility improvements, beautification efforts, clean energy upgrades, and heat mitigation initiatives. These investments will benefit the public housing communities of Nickerson Gardens, Imperial Courts, Pico Gardens, Avalon Gardens, Rose Hill Courts, Rancho San Pedro, and scattered Permanent Supportive Housing sites.
