In 2018, the Harris County Toll Road Authority (HCTRA) embarked on a transformative journey with the Houston Ship Channel Bridge Replacement Program. This significant undertaking seeks to replace the existing bridge, built in 1982, with a new, higher, and wider structure designed to last for a century. The project involves constructing two new cable-stayed bridges, which will eliminate existing piers from the channel, and enhance navigational clearance for larger vessels. With a total length of approximately 2.6-miles and a clear span of 1,320 feet over water, the new bridges will not only facilitate smoother traffic flow but also incorporate a Shared Use Path (SUP) for pedestrians and cyclists.

As Jacobs takes on the role of Program Management Consultant (PMC), the project exemplifies a commitment to innovation, safety, and community engagement, addressing both current infrastructure needs and future demands.

Understanding the vital significance of this project for HCTRA and the community, Jacobs established clear communication channels between the contractor and HCTRA. We assembled a team of expert estimators to analyze market conditions and conduct cost and schedule assessments for value-engineered alternatives, facilitating effective negotiations with the contractor. This collaborative approach enabled us to finalize the redesign strategy and execute change orders, allowing construction on the main span to resume after nearly two years of suspension.

Our prompt and effective actions resulted in HCTRA extending our role as the PMC for the project's duration. Since then, Jacobs has successfully managed the completion of the redesign, which was reviewed by an independent designer, and has continued to provide program management and Construction Engineering Inspection (CEI) services for on-site demolition and construction activities.
