Route 18 Closure for Road Reconstruction Begins Monday in New Castle

Pittsburgh, PA - PennDOT District 11 is announcing a portion of Route 18 (Mahoning Avenue) in the City of New Castle, Lawrence County will close to traffic for roadway reconstruction beginning Monday, October 14 weather permitting.

Beginning at approximately 6 a.m. Monday, a portion of Route 18 will close to traffic between North Liberty Street and North Cedar Street through 6 a.m. Thursday, October 31. Crews will conduct roadway reconstruction. Traffic will be detoured.

• North Liberty Street becomes Atlantic Avenue

• Turn right onto West Washington Street

• Follow West Washington Street to Route 18

• End detour

• From northbound Route 18, turn left onto Mt. Jackson Road (Route 108)

• Turn right onto westbound Route 317 (Edinburg Road)

• Bear right onto northbound Route 551

• Turn right onto Route 224 (West State Street)

• Follow Route 224 back to Route 18 (South Jefferson Street) in the City of New Castle

• End detour

North of the closure

• Follow Route 18 to Route 224 (West Falls Street)

• Take Route 224 westbound

• Turn left onto southbound Route 551 (Jackson Street)

• Turn left onto eastbound Route 317

• Turn left onto Mt. Jackson Road (Route 108)

• Follow Mt. Jackson Road back to Route 18

• End detour

Additionally, the intersection of Route 18 and North Cedar Street will close to traffic from 6 p.m. Friday, October 18 through 6 a.m. Monday, October 21. Crews will conduct roadway reconstruction. Traffic will be detoured.

• Follow Orchard Street to Route 18

• Turn right onto Route 18

• Continue onto North Liberty Street

• North Liberty Street becomes Atlantic Avenue

• Turn right onto West Washington Street

• Follow West Washington Street to Route 18

• End detour

Work on this $10.82 million project includes milling and resurfacing, guide rail improvements, drainage work, signal upgrades, signing and pavement updates, curb ramps, and minor structure work on three structures over Shenango River, Big Run, and Neshannock Creek. There will also be full-depth roadway reconstruction requiring a three-week closure and detour in 2024 between the intersection of Route 18 (North Liberty Street) and Route 18 (Mahoning Avenue) to the New Castle Industrial railroad crossing. Work is expected to conclude in December 2025.

Lindy Paving and Gulisek Construction are the prime contractors.
