With over a decade of experience handling energy and environmental legal and policy issues, Elizabeth has contributed to complex policy changes by negotiating the text of new laws, writing regulatory comments, and serving as counsel in challenges to regulations before both the US Supreme Court and US Court of Appeals for the DC Circuit. She has extensive experience working on environmental regulation and permitting matters with the National Environmental Policy Act, the Clean Air Act, the Clean Water Act, the Comprehensive Environmental Response, Compensation, and Liability Act, and the Safe Drinking Water Act. Elizabeth has also worked on resolutions under the Congressional Review Act and budget reconciliation legislation under the Congressional Budget Act, and examined the interplay between tax policy and regulation.

During her time with the Senate EPW Committee, Elizabeth served as a leading Republican committee staffer during consideration of the Inflation Reduction Act and American Rescue Plan. She also worked with Republican and Democratic staff throughout the development of the bipartisan Surface Transportation Reauthorization Act, which ultimately became the backbone of the historic Infrastructure Investment and Jobs Act.
