Council to consider cannabis operator restrictions; public hearing scheduled

A hearing to collect public comments for or against allowing cannabis (marijuana) operators within the City of Troy will be held on Monday, November 4, 2024. That hearing will be scheduled during the City Council's regular meeting at 7 p.m. in City Council Chambers on the second floor of City Hall, located at 100 South Market Street.

On November 7, 2023, voters passed Issue 2, which allows for the commercialization, regulation, legalization and taxing of the adult recreational use of cannabis in Ohio. The Ohio Legislature passed Issue 2 into law through Chapter 3780 of the Ohio Revised Code. Chapter 3780.25 (A) allows local governments such as Troy to "adopt an ordinance…by majority vote to prohibit, or limit the number of adult use cannabis operators…within the municipal corporation…" Operators are defined as cultivators, processors, or dispensaries of cannabis products.

On October 9th, the Troy Planning Commission unanimously recommended a ban on allowing cannabis operators within the City limits. City Council's Community & Economic Development Committee discussed that recommendation at its October 14th meeting and voted to postpone any recommendation to the full City Council so that a public hearing can be held on November 4th.

City residents are encouraged to attend the hearing on November 4th to register their opinions. Those who cannot attend but wish to register their opinions may also submit comments on the City's website at www.troyohio.gov/cannabis; send a letter via U.S. mail to the Clerk of Council at 100 South Market Street, 45373; message the City through its Facebook, Instagram, or NextDoor accounts; or call the Mayor's Office at (937) 335-1725. It is important to include all information (name, physical and email address, and phone number) on any submittals to allow for follow up by City staff if necessary.
