Mikhail Mishustin: Mr Li Qiang, I am delighted to meet with you once again. First of all, I would like to ask you to convey the best wishes from President of Russia Vladimir Putin and myself to President of the People's Republic of China, Mr Xi Jinping. Next week, our leaders will meet at the BRICS summit in Kazan, and we are, of course, expecting our friend, Mr Xi Jinping.

I would like to extend our warm greetings to you and all our Chinese friends on the 75th anniversary of the People's Republic of China and the establishment of diplomatic relations between our countries.

Over the past 75 years, Russian-Chinese cooperation has taken on a new quality and depth. We are building upon the traditions of neighbourliness, friendship and strategic partnership, and confidently looking to the future together.

In August 2024, you paid an official visit to Russia and took part in the 29th regular meeting of the heads of government of Russia and China.

We reviewed the progress of our joint efforts to fulfil the strategic decisions made by our leaders.

Despite unprecedented external pressure, Russia and China continue to expand their economic cooperation. We are increasing mutual trade and launching joint investment projects.

Our energy partnership has taken on a comprehensive strategic nature, encompassng the oil, gas, coal and nuclear industries. In terms of transportation, we are expanding freight traffic and the capacity of checkpoints on the Russian-Chinese border.

We are also creating new international transport corridors. We are focusing on agriculture and making efforts to strengthen the food security of Russia and China. We sincerely value our strong cultural and humanitarian ties.

We jointly implement various events during the cross years of Russian and Chinese culture, held in accordance with the decisions of our leaders, Vladimir Putin and Xi Jinping.

We are engaged in discussions regarding the SCO Heads of Government Council Meeting. I am convinced that Russia-China cooperation will enhance the effectiveness of the SCO's work and will enable us to unlock the impressive economic potential of our association. Mr Li Qiang, we have a large and packed agenda.

Li Qiang (via interpreter): My dear friend, I am delighted to meet with you again.

During my visit to Russia in August, you and our other Russian colleagues gave us a warm welcome and prepared exceptionally well for our visit. I would like to express my gratitude for that once again. I have fond memories of that trip. Although it was a short visit that lasted less than two days, we were aware of the sincere friendly relations between our peoples, which fuels confidence in their further development.

I would like to express my gratitude for the warm regards to President Xi Jinping. I would also like to convey President Xi Jinping's regards to President Vladimir Putin and to you.

The Chinese-Russian relations of comprehensive partnership and strategic interaction in a new era are developing dynamically under the guidance of President Xi Jinping and President Vladimir Putin.

Our countries firmly stand by each other on issues that concern our fundamental interests. Our strategic cooperation is effective, and our practical interaction continues to grow stronger. Our humanitarian and interregional cooperation is gathering momentum, bringing substantial benefits to our nations.

On 2 October, we marked the 75th anniversary of our diplomatic relations. At this new historical juncture, we are ready to work together to implement our agreements at the highest level, strengthening our strategic interaction, expanding our mutually beneficial cooperation, and contributing to the development of our nations and to peace and development worldwide.

I am ready to hold a substantive exchange of views on all issues related to our mutual interests.
