Statement on the Passing of Andrew Schwartz

Andrew Schwartz, who served six mayors during a distinguished 37-year career in New York City government, died on August 29, 2024. Having served as legal counsel for the city's Law Department, Campaign Finance Board, and at the Department of Small Business Services (SBS), he leaves a legacy of deep knowledge about the vastly complicated workings of city government, legendary stewardship through changes of leadership, invaluable advice rooted in wisdom, and cherished mentorship to generations of young professionals. His love of baseball and role on the SBS Giants' softball team made him a model team player, on and off the field.

Andy began his career as a public servant in the city's Law Department as an Assistant Corporation Counsel in the General Litigation and Condemnation Divisions, eventually taking on the role of Chief Litigation Counsel for the NYC Campaign Finance Board.

At SBS, he served in various capacities including First Deputy Commissioner and steering the agency as Acting Commissioner through several leadership transitions during his time at SBS. Before retiring in 2022, Andy served for many years as Deputy Commissioner for Legal and Regulatory Affairs, overseeing fiscal and administrative functions of the agency including procurement, property management, and waterfront permitting. He was responsible for drafting and shepherding the passage of key legislation at both city and state levels.

A lifelong New Yorker, Andy was a graduate of New York City public schools and a cum laude graduate of Brooklyn Law School. Prior to his service with the city, he worked as a Ranger in the National Park Service at the Statue of Liberty, Ellis Island, and Saratoga Battlefield.

He was a friend, colleague, and confidant to countless public servants in government - whose reputation for warmth, intelligence, and generosity will endure as an example of gentle humanity and excellence in public service. He will be dearly missed.
