सभी को नमस्कार,

Honourable Minister of State for Education (Independent Charge) for Skill Development and Entrepreneurship, Shri Jayant Chaudhary, बहुत बड़ी विरासत के धनी है।

चौधरी चरण सिंह जी को पहचाना जाता है। गांव गरीब किसान के हित के लिए और उनकी पहचान राजनीति में थी ईमानदारी। ईमानदारी के वह प्रतीक थे। मेरा परम सौभाग्य रहा कि मई उनके एक बार दर्शन कर पाया। राज्य सभा के सभापति की हैसियत से मैंने जयंत को सांसद के रूप में में देखा है और आज का भाषण क्या कहता है। मेरे लिए वास्तव में कुछ कहने को बचा नहीं है। बहुत ही सलीके से हर पहलू पर एकाग्रता से इतनी बड़ी बात कह गए हैं। सभी को आह्वान किया है। मैं समझता हूँ कि जो भाषण दिया गया है जो हमसे उम्मीद की गई है, हर राज्य सरकार हर केंद्र शासित Union Territory इसको ध्यान से देखेगी और सार्थक कदम उठाएगी।

When we were independent as a nation, our literacy rate was 12%, and now we have only 20% to make up that 20%, to reach that saturation, is not easy, but then challenging times get the best out of you

अंदाजा लगाइए, जिस देश में सोचा था कि क्या कभी हर गांव में बिजली होगी? कभी नहीं सोचा था। अंदाजा लगाते थे, इतने गांव इलेक्ट्रिफाई हो गए, इस पर फोकस नहीं गया कि कितने घर इलेक्ट्रिफाई हो गए। पर गत दशक के अंदर focus is every household electrified, और अब तो और बड़ी छलांग लग गई है। Every household will be self-powered by a solar mechanism. यह हमने achieve किया। दिल दहकता था, कल्पना नहीं कर सकते थे 34 साल पहले संसद सदस्य था मैं। इतने विशाल देस मे हर घर मे टॉयलेट? हमने बचपन बिताया है, गांव में टॉयलेट नहीं होता था। आज कितना बड़ा कवरेज हो गया है, डिजिटल कनेक्टिविटी

When I got a visitor from abroad, while I was the Governor State of West Bengal, he asked me a pointed question: When you go to your village, Governor, how do you connect with the system?' I said, then it was 4G, I said : 4G connectivity in my village is better than in Kolkata or Delhi.

क्योंकि हर गांव में कनेक्टिविटी नहीं आई है, हर व्यक्ति के हाथ में मोबाइल है। वह मोबाइल सिर्फ मोबाइल नहीं है, उसका उपयोग होता है । direct ट्रांसफर होते हैं, उसका उपयोग वह सर्विस डिलीवरी में लेता है। उसने वह लंबी लाइन खत्म कर दी जो रेलवे के अंदर टिकट के लिए लगती थी, प्लेटफार्म के लिए लगती थी, पासपोर्ट एप्लीकेशन के लिए लगती थी, बिजली के बिल के लिए लगती थी, पानी के बिल के लिए लगती थी। सब कुछ वह करने लग गया।

सरकार ने क्या किया है? रोड कनेक्टिविटी, पढ़ता था ना बिजली थी, टेलीफोन की तो बात ही नहीं थी, ना रोड और स्कूल भी नहीं था पांचवी तक का ही था । जब इतना क्रांतिकारी बदलाव आ गया, तो फिर let us resolve today लिटरेसी के मामले में भी कम से कम समय में यह कर दें ।

मेरी दृढ़ मान्यता है, क्योंकि मैंने यह झटका खाया है। 1989 वह जमाना था जब मैं लोकसभा का सदस्य था और हर सांसद को 50 गैस कनेक्शन मिलते थे। आज तो करोड़ों में दिए जा रहे हैं पर 50 एक सांसद की बहुत बड़ी ताकत थी। मैं मेरे इलाके में गया और मैंने एक वृद्ध माता दादी की उम्र की थी वह, मैंने कहा, 'दादी तू चूल्हे में फुकनी मत मार, मैं तने गैस कनेक्शन दूं।' और मैंने खुद अंदाजा लगा लिया कि उनको दस्तक करना नहीं आता है। मैंने कहा, 'तू कुछ मत कर, एक कागज पर अंगूठा लगा दे।' वह बोली, अंगूठा क्यों लगाऊं? अंगूठी दिखाऊंगी, मैं दस्तखत करूंगी।' यह खुद का अनुभव है| मेरे कहने का अर्थ है When we make someone literate, we liberate him or her. We help that person discover himself or herself. We make him or her feel dignity. We cut down dependence; we generate independence in interdependence.

जब यह इतना महत्वपूर्ण कार्य है, जब एक बहुत बड़ा संकेत दिया है 'मां के नाम एक पेड़' मैंने इसकी अनुपालन की है अब तक करीब 50 से ज्यादा पेड़ लगा चुका हूं और अक्सर मेरी धर्मपत्नी को मैं कहता हूं की देख एक साथ में दो काम कर रहा हूं मेरी मां के नाम और तेरी सास के नाम पेड़ लगा रहा हूं। क्यों नहीं आज हम संकल्प लें कि हम ऐसा प्रयास करेंगे, we will make at least one literate. यह संकल्प यदि आज हम ले लेते हैं तो हम निश्चित रूप से जो मुहिम जयंत चौधरी जी और संजय जी ने संकल्प के रूप में ली है हम उनकी मदद कर पाएंगे।

आज ऋषि पंचमी है, ऋषि पंचमी का बहुत बड़ा महत्व है, भारतीय संस्कृति में ऋषि परंपरा का मतलब है, कोई भी शासन में हो, कोई भी शासन व्यवस्था हो, सही रास्ता दिखाने का काम ऋषि करते हैं। हमारी हजारों साल की विरासत का यह आधार है। आज की पावन दिन हमारी संस्कृति को नमन करते हुए हमें आज दृढ़ संकल्प करना चाहिए कि हम एक को जरूर साक्षर करेंगे और 6 महीने में करेंगे, ताकि साल में दो को कर पाए। theme तो बहुत ही बढ़िया है, multillevelism दुनिया में भारत के मुकाबले कोई देश नहीं है।

We are a unique nation when it comes to the richness of language. There are seven languages. As Chairman, Rajya Sabha, I afford the opportunity to members to speak in 22 languages, and they avail this opportunity.

और जब मैं उनको अपनी भाषा में भाषण देते हुए सुनता हूं, तो ट्रांसलेशन तो सुनता ही हूं, पर उनकी बॉडी लैंग्वेज ही मुझे बता देती है कि वह क्या बोल रहे हैं। I can understand it, they are at their best, और इसलिए इस देश में तीन दशक बाद एक बहुत बड़ा क्रांतिकारी कदम आया, and we had a national education policy, and that let great emphasis on mother tongue. From this platform, I will appeal to states that have not adopted the National Education Policy to rethink, revisit because this National Education Policy is a game changer. This National Education Policy allows our youth to fully exploit their talent and energy and it gives importance to all languages.

मातृभाषा की तो बात ही अलग है, क्योंकि यह वह भाषा है जिसमें हम सपने लेते हैं और हमारा जीवन कहा है, सपनों को साकार करने में लगा रहता है। The good thing for the younger people today is, there is an ecosystem in place that allows you to unleash your energy, exploit your talent and potential, realize your aspirations and dreams। मातृभाषा में जब सपना लगे, तो इस इकोसिस्टम का फायदा उठा पाओगे।

आज के दिन दुनिया में भारत की एक पहचान है। वह एक ऐसी पहचान है? जिसकी मेरी पीढ़ी ने कभी कल्पना नहीं की थी। It is beyond my dream and contemplation that I will see Bharat having a position in the world क्योंकि हम जब संसद सदस्य थे पहली बार, तो हमारी इकोनॉमी का साइज लंदन शहर से छोटी थी। आज, उनके देश से काफी बड़ी है, दुनिया की पांचवीं महाशक्ति है।

At that point of time, when a Minister went to Srinagar in 1990, I could hardly see anyone on the street, and now last year, more than 2 crore people visited as tourists. That's a big change. इतना बड़ा बदलाव आया।

सोने की चिड़िया कहलाने वाला भारत 1990 के अंदर, to save fiscal credibility, gold was shipped in a plane to two banks of Switzerland, क्योंकि हमारा फॉरेन एक्सचेंज एक और दो बिलियन के बीच में था। और आज 680 बिलियन से ऊपर है। ऐसे भारत में, जो आज मोर की तरह है-मोर जब नाचता है, प्रसन्नचित्त होते हैं, पर मोर जब अपने पांव की तरफ देखता है, तो मोर के थोड़े आंसू आ जाते हैं। यह लिटरेसी में जो थोड़ी कमी है, यह मोर के पांव हैं। हमें इसको दूर करने का संकल्प लेना चाहिए।

आज पूरे देश में एक महा यात्रा चल रही है-Marathon march for developed Bharat at 2047. Everyone is stakeholder in that march और इस मार्च में जो यह बड़ा हवन हो रहा है, इस हवन में हर कोई अपनी आहुति दे रहा है। एक आहुति हमारी यह भी लगनी चाहिए कि हमने हर 6 महीने में हमने एक व्यक्ति को साक्षर किया। और यह आहुति will raise our happiness level, our satisfaction level.

कहते हैं की बहुत सी चीजें हैं we have to be possessive about them, पर कुछ ऐसी चीजें हैं जिनके बारे में we need not be possessive, because they are not exclusive to us. Sharing makes them larger.

मैं एक श्लोक की तरफ आपका ध्यान दिलाना चाहता हूं ।
"न चोरहार्य, न राजहार्य, न भ्रतृभाज्यं, न च भारकारि।
व्यये कृते वर्धति एव नित्यं, विद्याधनं सर्वधनप्रधानम्।"

कहने का मतलब है, शिक्षा वह चीज है जो ना तो चोर आपसे ले जा सकता है, ना शासन आपसे छीन सकता है, ना भाई-भतीजे, रिश्तेदार, दोस्त ही आपसे छीन सकते हैं। इसमें कोई कटौती नहीं कर सकता, यह बढ़ेगी और बढ़ती जाएगी। जितना आप इसे शेयर करते जाओगे, इसमें बहुत बड़ा ज्ञान है ।

लिटरेसी अगर आप मिशन मोड में लोगो, तो मेरे मन में कोई शंका नहीं है कि जो आज हम सोच रहे हैं, हमारा देश प्राचीन समय में हमारी जो स्थिति थी वह प्राप्त कर लेगा।

दुनिया में थोड़ी नजर फैलाइये -नालंदा, तक्षशिला जैसी संस्थाएं कहीं थी पहले । हमें उसी रास्ते पर देश को आगे बढ़ने से कोई नहीं रोक सकता। कितना प्रयास कर लो, कुछ नहीं कर पाएगा। The rise of Bharat is unstoppable. The rise is incremental, the rise is continual, the rise is assured.

There are some elements that misguided, but it souls. वह भारतीयता को समझते नहीं हैं, जो हमारी पहचान है, राष्ट्रवाद को समझ नहीं पाते हैं। they seek to occupy public space only to generate sensation and destabilization. ऐसी ताकतों को rebuff करना, neutralise करना हमारा राष्ट्रीय धर्म है। We cannot allow in this nation, an anti-national narrative to flourish, thereby tarnish, taint, and diminish our institutions and our progress.

मेरी बात को ध्यान से देखिए और अंदाजा लगाइए, जल, थल, आकाश और अंतरिक्ष-हमारी प्रगति से कोई नहीं छिपा है। Our accomplishments on the sea, blue economy are enormous.

विक्रांत पुराना था, नाम पुराना, विक्रांत अब नया है, देश में निर्मित हुआ है, that was launched. Coming to land, क्या-क्या डेवलपमेंट नहीं हुआ है? When we speak about the sky, our helicopters, our Tejas planes, and अंतरिक्ष immediately click with Chandrayaan-3, the only country in the world to have landed its craft on the south pole of the moon. और हमने तो चांद पर तिरंगा और शक्ति पॉइंट तय कर दिया।

Making someone literate is the service to humanity, and UNESCO is doing a great job. Congratulations to UNESCO! Making literate is helping someone discover himself or herself. And mind you, when you help a person to self-discover, you give him or her the ultimate potential. It enables a person to help himself or herself. It is the supreme facet of handholding.

कोविड के जमाने में भारत ने कितना कीर्तिमान हासिल किया, देश के लोगों का भी ध्यान दिया और 100 देशों का भी ध्यान दिया। We had COVAXIN Maitri, 'वसुधैव कुटुम्बकम्' की भावना को हमने जमीनी हकीकत में बदला। हमारा G20 का moto ऐसे नहीं था, वह 'One Earth, One Family, One Future' और इसीलिए खुद कोविड को सर्व करते हुए 100 देशों को COVAXIN देना हमारी संस्कृति की एक झलक है। जो सुख, जो खुशी आप literate बना कर एक आदमी को देंगे, एक महिला को देंगे, एक बच्चे को देंगे, एक बच्ची को देंगे, आप अंदाजा नहीं लगा सकते की आपको क्या खुशी देंगे।

It is going to be contagious in a positive form. It will be the greatest affirmative action you can take in human resource development. Time for us to be in mission mode with commitment and passion to ensure 100% literacy rate at the earliest. I am sure this is achievable sooner than we think.

Let each one make one literate. This will be spinal contribution for Viksit Bharat.
