The Division of Air Quality, proposes to approve the following requests:

Tallgrass Midstream, LLC (F030990, P0037584):

CHAPTER 6, SECTION 2 CONSTRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Tallgrass Midstream, LLC to construct the Homestead Compressor Station by installing the following equipment: six (6) 1,680 hp Waukesha L7044GSI or 1,480 hp Waukesha L7042GSI or 1,380 hp Waukesha L5794GSI, 840 hp Waukesha F3524GSI, 1,035 hp Caterpillar G3512B, 1,340 hp Caterpillar G3516, 2,065 hp Caterpillar 3606 or 2,750 hp Caterpillar 3608 compressor engines (ENG001-ENG006), compressor blowdown emissions (BVC001), compressor rod packing emissions (BVC002), two (2) 211 hp Caterpillar G3306B or 373 hp Cummins GTA28 generator engines (ENG007, ENG008), two (2) dehydration units not to exceed a total of 50 MMscfd (DHY001-DHY002) equipped with two (2) reboilers not to exceed a total of 2.0 MMBtu/hr (HET001, HET002), two (2) 2.0 MMBtu/hr combustors (FLR001, FLR002) to control the dehydration units DHY001, DHY002, one (1) 1.0 MMBtu/hr Line Heater for fuel gas conditioning (HET003), six (6) 400-barrel condensate/ slop oil tanks (TNK001-TNK006), two (2) 400-barrel produced water tanks (TNK007, TNK008), one (1) tank vapor combustor (FLR003), one (1) condensate/ slop oil truck loadout (LUD001), one (1) produced water truck loadout (LUD002), two (2) high pressure pig launchers, one (1) low pressure pig launcher, and seven (7) low pressure pig receivers (BVC003), and fugitive equipment leaks (FUG001). The Homestead Compressor Station is located in the NE¼ NE¼ of Section 10, T35N, R71W, approximately twenty-five miles north of Converse County Airport, in Douglas, Converse County, Wyoming.

For the duration of the public comment period, the permit application, the agency's analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F030990 and permit number P0037587 under permits. This material may also be viewed online, at the above URL, utilizing a public computer at the Converse County Library, Douglas, Wyoming. Additionally, for the duration of the public comment period a copy of this public notice is available for public inspection at the Converse County Clerk's Office, Douglas, Wyoming.
