Troop C DWI arrests September 27 - September 29, 2024

On September 27, 2024, at approximately 1:38 a.m. New York State Police at Deposit arrested Damien J. Carter, age 44 of Brooklyn, NY for the misdemeanors of Driving While Intoxicated and Criminal Possession of a Controlled Substance in the seventh degree. Troopers were dispatched by the Delaware County 911 Center to State Highway 17 in the village of Hancock for a vehicle that struck a deer. While interviewing Carter, a trooper smelled an odor of an alcoholic beverage. Carter was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. Carter was arrested and transported to SP Deposit where he was processed and issued appearance tickets to the Hancock Village Court on November 25, 2024.

On September 28, 2024, at approximately 2:16 a.m., New York State Police at Owego arrested an 18-year-old female of Apalachin, NY for the misdemeanor of Driving While Intoxicated. Troopers were dispatched to a report of a vehicle that struck a mailbox on Main Street in Apalachin. While interviewing the 18-year-old, a Trooper smelled an odor of an alcoholic beverage and characteristics associated with impairment. After performing Standardized Field Sobriety Tests poorly, she was arrested. The 18-year-old was transported to SP Owego, where her reportable B.A.C was .17%. She was processed and issued appearance tickets to the Owego Town Court on October 22, 2024.

On September 28, 2024, at approximately Justin D. Allen, age 43 of Binghamton, NY for the misdemeanors of Driving While Intoxicated and Criminal Possession of Weapon in the fourth degree. Troopers initiated a traffic stop after observing a vehicle pass through a solid red traffic light at Tompkins Street and Webster Street in the city of Binghamton. While interviewing Allen, a Trooper observed characteristics commonly associated with impairment. Allen was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. He was arrested and transported to SP Binghamton. Allen was processed and transported to the Broome County Correctional Facility for Centralized Arraignment.

On September 28, 2024, at approximately 8:50 a.m., New York State Police at Margaretville arrested Dorothy R. West, age 40 of Arkville, NY for the misdemeanor of Driving While Intoxicated. A Trooper was dispatched to Main Street in Andes to check on the welfare of West, who was sleeping in her vehicle. The Trooper observed that the vehicle was running, and West was in the driver's seat. While interviewing West, the Trooper smelled an odor of an alcoholic beverage and other characteristics associated with impairment. West was asked to perform Standardized Field Sobriety Tests, which were indicative of impairment. West was arrested and transported to SP Margaretville where her reportable B.A.C was .13%. West was processed and issued appearance tickets to the Middletown Town Court on October 24, 2024, then turned over to a sober third party.

On September 29, 2024, at approximately 4:05 p.m., New York State Police at Richfield Springs arrested Anne M. Barwick, age 42 of Cooperstown, NY for the misdemeanor of Driving While Intoxicated. A Trooper was dispatched by the Otsego County 911 Center of a single vehicle crash on County Road 54 in the town of Cherry Valley. The Trooper located a vehicle in the ditch and on its side. Barwick had already self-extricated from the vehicle. While interviewing Barwick, the Trooper smelled an odor of an alcoholic beverage and inquired further. After performing Standardized Field Sobriety Tests poorly, Barwick was arrested. She was transported to SP Richfield Springs where her reportable B.A.C was .11%. Barwick was processed and issued appearance tickets to the Cherry Valley Town Court on October 9, 2024, then turned over to a sober third party.

On September 29, 2024, at approximately 9:09 p.m., New York State Police at Sidney arrested Darwin M. Martinez, age 28 of Sidney, NY for the misdemeanor of Aggravated Driving While Intoxicated. Troopers on East Main Street in the village of Sidney observed a vehicle with several traffic infractions and initiated a traffic stop. While interviewing Martinez, a Trooper observed characteristics associated with impairment. Martinez was asked to perform Standardized Field Sobriety Tests, which confirmed impairment. He was arrested and transported to SP Sidney where his reportable B.A.C was .23%. Martinez was processed and issued appearance tickets to the Sidney Village Court on October 22, 2024, then turned over to a sober third party.
