Notice of Utility Application

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on July 1, 2024, Golden Valley Electric Association, Inc. (GVEA) filed an application to amend its Certificate of Public Convenience and Necessity No. 13. GVEA proposed to expand its service area to include the area south of Delta Junction, along the Richardson Highway, and ending south of the Whistler Creek Training Area. Docket No. U-24-021 was opened to address this matter.

GVEA is authorized to provide electric utility service in the communities of Fairbanks, North Pole, Salcha, Delta Junction, Nenana, Healy, Cantwell, 48-mile Steese Highway, 11-mile Elliot Highway, and 26-mile Chena Hot Spring Road. GVEA received grant funds from the Department of Defense to construct 34 miles of distribution lines from GVEA's current service territory south along the Richardson Highway to the Fort Wainwright Black Rapids Training Site. The expansion would also allow access to electric utility service to Alyeska Pipeline Pump Station 10 from GVEA.

No motion for waiver or petition for confidential treatment was filed with the application. The Commission has not assessed the completeness of the application. The Commission will determine whether the application is complete by July 24, 2024.

A person who proposes to file an application to furnish the same, or substantially the same, service or facility to essentially the same service area or route, in whole or in part, thus creating the potential for mutually exclusive applications must file a notice of intent to file a competing application by August 2, 2024. The person must then file the competing application by October 1, 2024. If no notice of intent to file a competing application is filed by August 2, 2024, the Commission will proceed to grant or deny the application.
