GENTEXT/REMARKS/1. Purpose. This MARADMIN directs the issuance of
the GTCC to Marines who complete Entry Level Training (ELT) and are
issued orders to travel to locations Outside the Contiguous United
States (OCONUS), to include non-foreign overseas locations.
2. Background. Marines traveling to OCONUS locations may
encounter travel delays for various reasons. There have been
instances reported where entry level Marines experienced travel
delays and did not have sufficient funds to cover expenses incurred
because of the delay. To ensure Marines have sufficient funds
available for unanticipated delays, GTCCs will be issued at the
last training location prior to reporting to their first Permanent
Duty Station. GTCCs will only be issued to Marines who receive
orders to OCONUS locations.
3. Action. Effective upon release of this MARADMIN the following
actions are required:
3.A. Commanding General, Training and Education Command (TECOM)
and Commanding Officers/Officers in Charge of Formal Learning
Centers or Marine Detachments not aligned under TECOM. Establish
procedures that facilitate the issuance of the GTCC to ELT Marines
being assigned to OCONUS locations.
3.B. Deputy Commandant, Manpower and Reserve Affairs (M&RA).
Expeditiously identify Marines who will be assigned OCONUS and
issue orders as far in advance of transfer as possible to allow
time for the GTCC to be issued and received in time to execute
orders.
3.C. Agency Program Coordinators (APCs)
3.C.1. Command APCs will ensure Marines who are in receipt of
orders for OCONUS locations complete the required training, Travel
Card 101, statement of understanding (SOU), and submit account
applications as soon as possible, and in sufficient time to receive
the cards prior to detachment. The required training can be found
on the Defense Travel Management Office website and requires users
to establish a Travel Explorer (TraX) account at the following link:

Refer to the references for card issuance procedures. APCs will
ensure Marines applying for a card request expedited delivery on
the application. To receive expedited delivery, a physical mailing
address must be submitted in the card application. Expedited cards
cannot be sent to a P.O. Box address. There is no additional cost
for requesting expedited delivery.
3.C.2. New Hierarchy Levels (HLs) have been established in
CitiManager under the existing Training Command schoolhouse HLs, by
the (TECOM) HL3 APC. Entry level Marines' accounts will be placed
in the newly created HLs.
3.C.3. Ensure Marines verify receipt of the card immediately and
create a PIN with the travel card vendor upon receiving the card in
the mail.
3.C.4. Counsel cardholders during the check-out process and advise
the cardholder of the requirement to use the GTCC for unanticipated
official travel related expenses only and to retain all receipts for
submission with travel claims if needed. The GTCC will not be used
for transportation to the OCONUS location, the servicing Distribution
Management Office (DMO) will arrange the travel.
3.C.5. Ensure new cardholders have APC contact information and know
how to contact the APC from the losing command should any card
related issues arise during travel.
3.C.6. Place accounts into Permanent Change of Station (PCS)/Mission
Critical (MC) status based on estimated dates of departure and
arrival. Credit limits will remain at the levels set for the type
of account, restricted or standard.
3.C.7. APCs at the losing command will remain responsible for GTCC
actions during travel until the cardholder arrives at the gaining
command.
3.C.8. APCs should consult with the TECOM APCs listed below if they
have questions about required use of the card, training requirements,
account setup, CitiManager access.
3.D. Gaining Command APCs. Upon arrival at the new duty station,
the gaining command APC will ensure the cardholder's account is
transferred into the gaining command's hierarchy and account status
adjustments made to reflect the end of travel.
3.E. Cardholders
3.E.1. In accordance with the references, Marines will complete
the required training, Travel Card 101, SOU, and submit account
applications in sufficient time to receive the cards prior to
detachment. Additional information regarding GTCC use during PCS

3.E.2. Upon arrival at the gaining command, cardholders shall
check-in with the APC. Cardholders shall promptly complete and
submit travel claims and are responsible for paying the GTCC bill.
Split disbursement of amounts charged to the GTCC is required and
should be annotated on any documentation submitted for reimbursement.
3.E.3. Ensure APC contact information from the losing command is
available should any card issues arise during travel.
3.E.4. Use of the GTCC while in a Permissive Temporary Additional
Duty or leave status is prohibited.
4. The TECOM APC will provide training and other assistance to
lower-level APCs upon request. Additional POCs are:

5. Any concerns or questions with the implementation of this
MARADMIN should be forwarded to TECOM G-1 via your higher
headquarters.
6. This MARADMIN has been coordinated with Training & Education
Command, DC Manpower & Reserve Affairs, and DC Installations &
Logistics. The contents of this MARADMIN will be incorporated
into reference (b) during the next update.
