GENTEXT/REMARKS/
1. Per ref (a), Total Force Structure Division (TFSD) has published
the Fiscal Year 2025 (FY25) through FY44 Tables of Organization and
Equipment (TOE) and the Authorized Strength Report (ASR) data. The
Total Force Structure Management System (TFSMS) was updated on 4
September 2024 and incorporates all approved changes to the Marine
Corps force structure for planning purposes since the previously
published TOE and ASR. This MARADMIN cancels ref (c) and will remain
in effect until the publication of the January 2025 TOE and ASR.
1.a. The published August 2024 ASR is utilized to plan enlisted
assignments effective in FY25 and officer assignments in FY26.
Enlisted assignment planning for FY26 will be based off the July 2025
ASR. The January 2025 ASR publication is tentatively planned for 3
January 2025.
2. Per Commandant of the Marine Corps (CMC) direction, four
additional manning precedence levels (MPLs) were established:
Patients, Prisoners, Trainees, and Transients (P2T2); III MEF (III
MEF); Infantry Battalions (INF BN); and Entry-Level Training (ELT).
These MPLs are now in effect with this publication. The additional
MPLs provide greater degree of prioritization. The reduction in
redlines is required due to the limited manning available:
P2T2: Officer 100% Enlisted 100%
Excepted: Officer 100% Enlisted 100%
III MEF: Officer 98% Enlisted 99%
Infantry Bn: Officer 96% Enlisted 98%
Operating Force: Officer 94% Enlisted 96.5%
Entry-Level Training: Officer 93% Enlisted 96%
Priority: Officer 92% Enlisted 93%
Pro-Share Officer 91% Enlisted 92%
3. The Total Force Doctrine, Organization, Training and Education,
Materiel, Leadership and Communication Synchronization, Personnel,
Facilities, and Cost (TF DOTMLPF-C) Working Group (WG) assessed
several initiatives following the Campaign of Learning Audit Group
(COLAG). The approved COLAG initiatives are reflected within this
ASR.
3.a. A list of major force structure changes incorporated within
this ASR and the Decision Memorandum (DM) are available on the TFSD

4. Updated TOEs are available on the TFSMS website at https:(slash)
(slash)tfsms.mceits.usmc.mil. Users must request access by following
the instructions on the TFSMS homepage under the section titled,
"Request New or Reactivation of Account." Normal response time for
access is less than 24 hours.
4.a. Instructions for downloading current FY TOE report: After
log-in, enter all or part of Unit Identification Code (UIC), unit
name, Monitored Command Code or Reporting Unit Code in the "Run TOE
Report" and clicking "Show" to display the unit's current TOE.
4.b. Instructions for downloading planned or future FY TOE reports:
After log-in, click on "Reports" link, then "TFSMS Cognos Reports
Portal." A unit's TOE is located in the "Standard Reports
(published, structure data current as of last ASR)" folder. After
entering the folder, click on "Unit TOE Report" and select the
applicable FY and UIC. User must enable compatibility view settings
for usmc.mil to select criteria for TOE report.
5. Readiness reporting. The Defense Readiness Reporting System-
Marine Corps (DRRS-MC) automatically populates a unit's readiness
report with force structure requirements from the current published
FY TOE resident in TFSMS. Units should validate the force structure
requirements in their unit's readiness report using the current
published FY25 TOE in TFSMS or use the TOE link in a unit's readiness
report in DRRS-MC.
6. Initiatives that require TF DOTMLPF-C WG assessment in accordance
with ref (a) must submit a request for an initial brief to the
DOTMLPF-C Secretariat no later than (NLT) 30 September 2024. The
initial brief must be conducted NLT 23 October 2024 to be considered
for inclusion in the January 2025 ASR.
6.a. Force structure initiatives that may require assessment by the
TF DOTMLPF-C WG include, but are not limited to: unit activations,
deactivations, reorganizations, redesignations, relocations, and
major MOS or occupational field changes. All initiatives must have
three-star endorsement. It is the initiative sponsor's
responsibility to ensure a fully fleshed out course of action is
presented to the TF DOTMLPF-C WG with the required supporting
documentation. The WG will assess each initiative for feasibility
and supportability to inform future Force Structure decisions by the
Deputy Commandant Combat Development and Integration (DC CD&I) or
CMC.
6.b. Force structure initiatives submitted for consideration by the
TF DOTMLPF-C WG must conform to CMC planning guidance. Initiatives
should be traceable to the Force Design Annual Update and/or
should represent formal output from a DC CDI chartered Integrated
Planning Team, a standing Operational Advisory Group, experimentation
Cross Functional Team output, or similar working group or advisory
body.
6.c. Contact the TF DOTMLPF-C WG Secretariat for a determination
regarding whether the initiative will require subsequent TF DOTMLPF-C
WG assessment, and assistance with preparation for the initial WG
briefing. The secretariat will assist sponsors with preparation and
pre-coordination of all initial briefs. Supporting documentation
required for an initial brief includes but is not limited to proposed
Table of Organization (T/O), Table of Equipment (T/E), and draft
Mission Statements. All initiatives submitted for TF DOTMLPF-C WG
assessment must be fully compensated IAW ref (a) Chapter 5, para
3.c.(2). The initiative sponsor is responsible for identifying a
structure offset(s) as part of the initiative.
7. Table of Organization and Equipment Change Request (TOECR)
Policy.
7.a. The TOECR moratorium has been lifted. TOECR submissions must
adhere to the applicable provisions of ref (a). All TOECRs must be
compensated IAW ref (a), Chapter 9. TOECRs submitted without
structure compensation will be returned without action.
7.a.(1). Suitable compensation is defined in Chapter 9 of ref (a).
TOECRs that propose compensation of dissimilar value (billet grades,
officer/enlisted or unrestricted/restricted officer swaps) will be
considered only on a strict case-by-case basis, must be fully
justified, and must gain the concurrence of all Human Resource
Development Process (HRDP) stakeholders prior to approval.
7.b. Additional amplifying information on TOECR submission is
provided below.
7.b.(1). Units activated or reorganized based on Force Design
decisions will not submit TOECRs until the action directed by MCBUL
5400 has been reported complete, unless deemed mission essential.
7.b.(2). TOECRs submitted on UICs lacking a current Mission
Statement (3-year renewal requirement, per ref (a)) will be returned
without action, unless a Mission Statement update TOECR is submitted
concurrently or was previously submitted and is in processing.
7.b.(3). In accordance with ref (a), Military Manpower TOECRs will
be programmed for the out-years. TOECR submissions must be
synchronized with the planning cycles for future assignments.
Therefore, TOECRs submitted for inclusion in the January 2025 ASR
must be planned for execution no earlier than FY28. Request
submitted for execution prior to FY28 will be returned without
action.
7.b.(4). Civilian Manpower TOECRs: All new TOECRs that propose the
establishment of new civilian Billet Identification Codes (BIC)
within the programmed budgetary controls will require compensatory
billet/resource reductions. The grade levels or dollar value of the
BICs identified as compensation must be of the same or higher
grade/dollar value than the proposed new BICs in order to ensure that
the transaction is fiscally neutral. Additionally, IAW ref (a),
chapter 9, para 9.c., all term positions must be fully documented on
the T/O for the term's duration. TOECRs that do not meet the
criteria set forth by ref (d) will be returned without action.
7.b.(5). External assignments by Memorandum of Agreement. TOECRs to
assign Marines externally, to include joint or other agencies and
organizations must include a properly executed Memorandum of
Agreement (MOA) governing the agreement between the Marine Corps and
supported organization(s). Per ref (a), DC CD&I has signature
authority for the Marine Corps to execute these agreements. Prior to
TOECR submission, MOAs should be properly coordinated, formatted and
staffed to DC CD&I (Attention: TFSD) for pre-coordination. Once the
coordination phase is complete, a final MOA package should be
submitted to DC CD&I via the Enterprise Task Management Software
Solution (ETMS2) for signature. Once the MOA is fully executed, the
MOA should be attached to the TOECR package and submitted in TFSMS.
7.b.(6). All TOECRs submitted for inclusion in the January 2025
ASR must be submitted to TFSD NLT Monday, 4 November 2024.
7.b.(7). TFSD maintains the title Navy Manpower Budget Submitting
Office (BSO-27) and oversees all Navy Manpower in Support of Marine
Corps (NMISOMC) missions, previously known as Blue in Support of
Green (BISOG). This involves validating Navy structure and enlisted
manning, aligning available Navy funding with USMC priorities,
advocating for high-demand, low-density Navy personnel, coordinating
staffing and managing billet adjustments. Coordination with BSO-27 is
required for any TOCER that impacts or requires changes to the
NMISOMC structure. For questions or reconciliation regarding Navy
