Restructuring of TAROM

In April 2024, the Commission approved, under EU State aid rules, Romania's plans to grant the state-owned company TAROM restructuring aid of up to EUR 95.3 million (RON 473.69 million). According to the Commission 'the measure will enable the company to restore its long-term viability' and it 'contributes to the objective of common interest of providing regional connectivity to Romanian citizens and businesses'. However, the conditions imposed by the Commission for granting this aid include reducing capacity and a significant downsizing of the number of routes and the number of aircraft.

Questions:

  • 1.By reducing capacity and downsizing routes and the number of aircraft, the Commission is in practice forcing TAROM to cede market share to other companies, but that ceding of market share is to the detriment of TAROM and will result in lower revenues. Can the Commission explain how this will help TAROM to recover?
  • 2.Can the Commission explain how TAROM can ensure regional connectivity if the number of routes and aircraft is to be reduced?
  • 3.Can the Commission provide details of the market share it envisages for TAROM, in terms of the number of routes, of aircraft and of destinations, after restructuring?
