EU Statement at IAEA Board of Governors on Programme Performance Report 2022-2023, as delivered on 9 September 2024

Chair,

I have the honour to speak on behalf of the European Union. The candidate countries North Macedonia, Montenegro, Serbia, Albania, Ukraine, the Republic of Moldova and Bosnia and Herzegovina[1]and Georgia, the EFTA countries Iceland and Norway, members of the European Economic Area, as well as Armenia, align themselves with this statement.

The EU and its Member States thank the Secretariat for the comprehensive and informative Programme Performance Report. Preparing this document is a key part of Results-Based Management and an important tool for systematic learning across the Secretariat.

We appreciate that the great majority - 92 % - of performance indicator targets were met, and that the Regular Budget expenditure rate was 99.9%. This further underlines the need for Member States to ensure the financial liquidity of the Secretariat by paying their assessed contributions in full and on time. The Agency will not be able to fulfil its tasks without the necessary resources

We welcome the Secretariat's continued attention to realising efficiency gains and maximising synergies across the House. We have long promoted ensuring coordination and coherence among Secretariat Departments to further increase its efficiency and effectiveness. We note with interest the examples provided in the Report.

We thank the Secretariat for the special focus in the report on gender equality and strongly support the Agency's commitment to gender equality and mainstreaming, in line with SDG 5. We attach strong importance to the Agency's work to support the ability of all individuals, regardless of gender, to equally contribute to and benefit from its programmes and activities. We highlight in this regard the substantial contributions of the EU and its Member States to the Agency's valuable work.
