Guidelines for Demonstrators: Ensuring Safe and Lawful Protests

(Ottawa)-The Ottawa Police Service (OPS) supports the right of all individuals to peacefully demonstrate and express their views.

Our priority is to support safe, peaceful events where everyone has the opportunity to share their message.

The role of police is to ensure lawful demonstrations can proceed safely and balance the rights of both demonstrators and the community.

There are important limits in place to keep everyone safe. To ensure the safety of all participants and the wider community, we ask demonstrators to adhere to the following guidelines:

  • Peaceful Assembly:
    Demonstrations have to remain peaceful. Acts of violence, intimidation, or vandalism may result in enforcement action.
  • Cooperation with Police:
    Cooperation between demonstrators and police will help to ensure a safe event and allow the focus to remain on the demonstration's message. Please follow the directions of police officers and members of the Police Liaison Team (PLT). Communicating with the PLT before, during and after your event will help ensure it remains safe and organized.
  • Roadway Use:
    Stick to sidewalks unless otherwise directed by police. Temporary road closures may be coordinated with police in advance to ensure safety, but blocking roadways without approval is unlawful and poses risks to public safety.
  • Safety First:
    Be mindful of your surroundings and avoid behaviour that could endanger yourself, other participants, or bystanders.
  • Respect for Public and Private Property:
    Ensure that property is not damaged during demonstrations. Public spaces are shared by everyone, and respecting them is key to maintaining community trust.

The OPS is committed to safeguarding the rights of demonstrators while maintaining public safety and order. We encourage open communication through the PLT and welcome your cooperation to achieve a peaceful and successful event.
