City Clerk announces Board, Committee and Commission openings!

The City Clerk is accepting applications from Napa Residents for a total of TWENTY (20) openings; three openings on the Bicycle and Pedestrian Advisory Commission, two openings on the Building and Fire Code Board of Appeals with one to serve concurrently on the Disability Access Board of Appeals, one opening on the Community Development Block Grant (CDBG) Advisory Committee, two openings on the Disability Access Board of Appeals with one as a designated "physically handicapped person" member and one to serve concurrently on the Building & Fire Code Board of Appeals, two openings on the Housing Authority Board, both shall be housing choice voucher tenants one of which shall be over 62 years of age, two openings on Napa Valley Transportation Authority Active Transportation Advisory Committee (NVTA ATAC), five to serve on the Parks, Recreation and Tree Advisory Commission, with two as a person who demonstrates experience in one of the required fields and one as a High School Representative, and three to serve on the Senior Advisory Commission with two as a "senior community at large representative" one as a "senior agency representative".

The Bicycle and Pedestrian Advisory Commission advisory to City Council and to the City's Public Works Department on matters regarding bicycle transportation and bicycle and pedestrian issues. Each member should demonstrate dedication as a bicyclist and/or training in the field of transportation, recreational trail planning, or engineering. Applicants must be City of Napa residents and registered voters. The Bicycle and Pedestrian Advisory Commission meets on the second Thursday of even-numbered months. Meetings being at 4:00 p.m. in the City Council City Council Committee Room at City Hall, 955 School St., Napa.

The Building and Fire Code Board of Appeals is the local appeals board for the City of Napa regarding issues related to building and fire codes. If requested by the Chief Building Official or the Fire Code Official, the Board may also provide advisory comments regarding issues such as the potential adoption of new codes or proposed code changes. Each member should demonstrate knowledge, experience, and training in matters related to building construction and fire protection. Three appointments shall serve concurrently on the Disability Access Board of Appeals. Applicants must be City of Napa residents and registered voters. The Board has no regular meetings and are called as needed.

The Community Development Block Grant (CDBG) Advisory Committee is advisory to City Council on matters regarding the assessment, planning, development, implementation and amendment of programs under the Community Development Block Grant program, a grant program to assist low- and moderate-income residents administered by the Federal Department of Housing and Urban Development (HUD). Applicants must be Full time City of Napa residents and registered voters. Members may include representatives from the business community, disabled persons, youth, seniors, minority groups, low and moderate-income persons, others who are directly affected by the CDBG program. The CDBG Citizens' Committee meets on the fourth Monday of the month on an as-needed basis, with supplemental meetings during the Community Development Block Grant application process during the spring of each year. Meetings are held in the City Council Committee Room at City Hall, 955 School St., Napa.

The Disability Access Board of Appeals renders decisions when a person aggrieved by a determination made by the Chief Building Official or Fire Code Official in administering or enforcing access to "public accommodations or facilities" appeals the determination. Two of five members are "physically handicapped persons", and the remaining three members also serve on the Building and Fire Code Board of Appeals. Applicants must be City of Napa residents and registered voters. The appointment shall fill the requirement of "physically handicapped person". The Committee has no regular meetings and are called as needed.

The Housing Authority Board of the City of Napa consists of seven members, five members of the City Council of the City of Napa, as well as two tenants appointed by the City Council to two year terms. One tenant commissioner shall be over 62 years of age if the Authority has tenants over that age. The Housing Authority provides rental assistance to very low-income families in Napa through Federal rental subsidy programs and develops affordable housing for low and moderate-income families in Napa. The tenant commissioners must be utilizing facilities providing rental subsidy programs. The Housing Authority Board meets on the first Tuesday of each month. Meetings being at 3:30 p.m. in the City Council Chambers at City Hall, 955 School St., Napa.

The Napa Valley Transportation Authority Active Transportation Advisory Committee (NVTA ATAC) is an Advisory Committee to the Napa Valley Transportation Authority (NVTA), to promote and encourage safe bicycling and walking to further Napa's goal of becoming a bicycle- and pedestrian-friendly city. The Committee consists of eleven members: four members representing the City of Napa; two members represent the County of Napa; two members represent the City of American Canyon; and the Town of Yountville, City of St. Helena, and City of Calistoga each have one member to represent their respective jurisdictions. The Committee meets every month, generally on the 4th Monday of each month at 5:30 p.m. at the NVTA's offices at 625 Burnell Street in Napa.

The Parks, Recreation and Tree Advisory Commission is advisory to City Council and the Parks and Recreation Services Director on matters affecting the acquisition, development and maintenance of parks within the city; public recreation; cultural activities of public interest; matters affecting development of privately and publicly landscaped areas within the city; and matters related to trees, tree preservation and arboriculture, including the review of city tree ordinances, policies and programs. The commission is also authorized to take action as the decision-making body for specified actions set forth in the Municipal Code, particularly related to appeals of decisions regarding planting and removal of city trees under chapter 12.44 and the consideration of permits for activities affecting significant trees and appeals of determinations regarding activities affecting protected trees pursuant to chapter 12.45. Seven voting members appointed by the City Council. One member is a non-voting high school student in the City of Napa. Meets on the third Wednesday of every other month at 6:00 p.m. in the City Hall Council Chambers, 955 School Street, Napa.

The Senior Advisory Commission makes recommendations to the City Council and the Parks and Recreation Services Director on matters regarding services, facility use, and recreational activities at the Napa Senior Center, as well as, establishes short and long term goals for senior programs. Applicants must be City of Napa residents and registered voters. One appointment shall fill the requirement of "senior agency representative" and three appointments shall fill the requirement of "senior community at large representative". Commission meets on the first Wednesday of every other month. Meetings being at 2:00 p.m. at the Senior Center, 1500 Jefferson Street

The City of Napa recruits throughout the year for interested residents to serve on a variety of boards and commissions that examine issues of community concern. Volunteers appointed to serve on a board or commission help City Council and city departments examine issues and, in turn, shape the future of Napa. Board and Commission members are appointed by the City Council and terms vary but are typically either two or three years. Most board members must be city residents and registered voters.
