On December 4, 2024, Plaquemines Parish celebrated groundbreaking ceremonies for the Joint Emergency Coordination Center (JECC), which will be located at the Medal of Honor Park, and the Basin 2 project, located along Chancellor Drive in Belle Chasse at a Plaquemines Parish-owned and maintained pump station. These milestones result from a three-year collaboration between the Naval Air Station Joint Reserve Base (NAS JRB) and Plaquemines Parish Government, securing $19.5 million in FY23 Defense Community Infrastructure Program (DCIP) grants from the Department of Defense.
The DCIP program supports community infrastructure benefiting military installations. The JECC will receive $13.7 million, and the Basin 2 Sea Level Rise Mitigation & Improvements Project will receive $5.8 million.
