DCSA announces full transition to NBIS eApp for background investigation initiation

QUANTICO, Va. -- Today, the Defense Counterintelligence and Security Agency announced that all required customer agencies have transitioned to NBIS eApp (electronic application) for background investigation case initiation, marking a significant milestone for the National Background Investigation Services (NBIS) program and Trusted Workforce 2.0 personnel vetting reform efforts. eApp is the entry point to initiate background investigations and contains the investigative Standard Forms (SFs) federal applicants and employees use to process their personnel background investigation. Its intuitive design makes the application process easier to use for applicants initiating a background investigation.

Reflecting on eApp's role in the NBIS program, Robert Schadey, DCSA Executive Program Manager for NBIS, said "A new application was needed for beginning the vetting process that would allow a modern interface and process changes to the standard forms used for initiating investigations. The modern interface in eApp provides enhanced user experience and is securely integrated into the NBIS system."

Customer agencies and industry partners began making the transition to eApp in March 2023. eApp officially became the primary system for case initiations on 1 October 2023. DCSA worked closely with customer agencies to ensure a gradual transition that would meet their needs while progressing the implementation of eApp through enhancements that benefitted the full NBIS program. This close collaboration led to achieving this Trusted Workforce 2.0 implementation milestone.

The goal of NBIS remains the same - deliver end-to-end personnel vetting in compliance with TW 2.0. DCSA continues to implement technology solutions and process enhancements to ensure it meets all milestones necessary to fully implement personnel vetting reform. NBIS is being built using modern and secure technology that leverages best practices of Agile methodology to instill the confidence, security, and trust of our federal workforce.
