WCO supports Turkmenistan Customs in implementation of their AEO programme

From 8 to 12 July 2024, the Turkmenistan State Customs Service hosted a workshop to kick off implementation of the Authorized Economic Operator (AEO) programme, supported by the World Customs Organisation (WCO). This event brought together key stakeholders, including representatives from the State Customs Service and the Union of Businessmen and Industrialists of Turkmenistan. The workshop, funded by the WCO-China Customs Cooperation Fund, was co-facilitated by WCO-accredited experts from the Italian Customs and Monopolies Agency and the Customs Service of Korea, who shared their extensive knowledge of AEO principles and practices.

The main objective of this mission was to support implementation of the AEO programme within Turkmenistan's Customs framework. Over five days, participants engaged in sessions covering important topics such as the SAFE regulatory framework, which emphasizes security, facilitation, and efficiency. Turkmenistan's Customs officials learned how to align their practices with global standards. The seminar also provided a platform to discuss the practical aspects of AEO programme implementation, including validation processes, risk management, and compliance strategies. The importance of Mutual Recognition Agreements/Arrangements (MRAs) between Customs administrations was highlighted to facilitate smooth trade flows while maintaining security. It was also emphasized that to embark into MRAs negotiation, a Customs administration should have a fully operational national AEO programme. Targeted training was provided to the Turkmenistan Customs Service and local entrepreneurs on guiding businesses through the AEO certification process.

From these discussions, experts presented recommendations to promote the AEO programme in Turkmenistan effectively. The workshop not only raised awareness but also fostered collaboration among stakeholders. With the technical support of the WCO, Turkmenistan expressed their willingness to create a business-friendly environment that encourages trade facilitation and security. Advancing the AEO programme, Turkmenistan joins a global network of WCO Members dedicated to efficient Customs procedures, secure supply chains, and economic growth.
