HACLA Partners with Mayor Bass to Host HouseLA Landlord Event

Los Angeles- On Tuesday, June 18th, the Housing Authority of the City of Los Angeles (HACLA), in collaboration with the Los Angeles County Development Authority (LACDA) and in partnership with the City of Los Angeles Mayor's Office, hosted a presentation on incentives available to property owners who are willing to rent to individuals and families who have experienced homelessness.Held at the California Endowment at 1000 N Alameda Street, the event was well attended by prospective property owners and guests who had an opportunity to hear about the successes of HACLA's Homeless Incentive Program (HIP). With HUD's approval of higher Voucher Payment Standards (VPS), HACLA's maximum rents have reached historic highs that are at competitive market rates, such as a one-bedroom voucher payment up to $2,400/month. Additional benefits and financial incentives to property owners who participate in the Program include security deposit assistance and holding fees, where landlords can receive up to one month's rent per vacant unit held, based on the number of bedrooms and current Fair Market Rents (FMR), move-in assistance, and damage mitigation.

Executives from both HACLA and LACDA spoke and gave presentations on the HIP program and its incentives. Mayor Bass highlighted the importance of, and her continued commitment to, getting our unhoused Angelenos off the streets and urged property owners to be a part of the solution. Attendees also heard a landlord testimony on the successes of the program. Inspections were scheduled on the spot and HACLA received 29 interest cards, where owners indicated a total of 92 available rental units ready to be listed by HACLA.

"So many property owners in the greater Los Angeles area remain unaware of the great benefits and incentives available to them through participating in programs like HIP, so it's great to see interest increasing as we continue hosting these events," said HACLA President and CEO Doug Guthrie. "There are currently over 3,000 HACLA clients looking for an available rental property at this time, and landlord participation is essential to solving the homelessness issue. We're honored to collaborate with LACDA and tremendously grateful for Mayor Bass' support in these efforts."

"When I talk about locked arms, it's not rhetoric. It is a very deliberate strategy of everybody coming together," said Mayor Karen Bass. "That's the way Los Angeles comes together and addresses this crisis. We need to support small landlords so that they can continue to be a part of the solution. This is the city and other government partners coming together in a major way."
