Frost Brown Todd (FBT), a leading national law firm, has announced the addition of two attorneys who will significantly expand its public finance capabilities in the Texas market.

Cheryl Rosenberg, a well-established public law and bond attorney, will join the firm's Public Finance practice group as a partner in the Houston office. In addition, Robin Smith will join FBT as counsel in Houston. Rosenberg brings 37 years of experience and Smith brings 13 years of experience in serving as bond, underwriter and disclosure counsel.

Cheryl Rosenberg is a well-known bond, underwriter, and disclosure counsel with an extensive background in the issuance of governmental tax-exempt debt in Texas. Rosenberg has represented cities, counties, school districts, junior college districts, "on behalf of" corporations, and special districts.

In addition to her bond counsel work, Rosenberg has served as underwriter's counsel for major national and regional investment banking firms throughout Texas and the Southwest. She also advises clients on general public law matters, including open records, open meetings, and elections. She has been instrumental in the development of commercial paper programs and has served as bond counsel for many issuances of complex debt securities.

Rosenberg is AV Peer Review Rated Preeminent by Martindale-Hubbell Law Directory and has been recognized in The Best Lawyers in America® for 2024-2025. She holds a J.D. with honors from The University of Texas School of Law and a B.A. with highest honors in Economics from Tulane University.

Robin Smith also has extensive experience representing cities, counties, school districts, junior college districts, and charter schools as bond counsel and disclosure counsel. She also has worked as underwriter's counsel for major national and regional investment banking firms.

Smith is adept at handling the filing of event notices on the Electronic Municipal Market Access (EMMA) system and regularly surveys EMMA filings to ensure clients' compliance with their continuing disclosure obligations.

Smith holds a J.D. from the University of Houston Law Center and a B.A. from University of Houston.
