EU Statement – UN General Assembly 3rd Committee: Interactive Dialogue on Freedom of opinion and expression

Mr Chair,

I have the honour to speak on behalf of the European Union and its Member States.

The European Union attaches great importance to the right to freedom of opinion and expression as well as media freedom.

The Special Rapporteur highlights significant attacks on journalists and the imposition of media restrictions that endanger access to vital information about the situation. This trend, as she notes, has become more pronounced over the past year.

The protection of journalists is paramount, especially in times of conflict. International mechanisms to safeguard journalists and ensure their access to conflict zones are urgently needed, as illustrated by current events in Gaza.

It is crucial to underscore that all individuals possess the right to express their views and protest peacefully. States have a duty to respect and protect these rights equitably for all individuals.

The fight against antisemitism is also critical. The EU does not share the view contained in the report concerning the non-legally-binding IHRA Working Definition, which provides useful guidance, including for training purposes. In this work, it is important to apply a human rights-based and victim-centred approach.

We call upon all stakeholders, including States and private actors, to work together to ensure the full protection of the right to freedom of opinion and expression for all, regardless of their backgrounds or beliefs.

Considering the reported attacks on journalists during the Gaza conflict, what specific international mechanisms do you recommend to enhance their protection and ensure their access to conflict zones?
