COMPREHENSIVE PROACTIVE MEASURES FOR TYPHOON IMPACT

As Typhoon Bebinca, the 13th typhoon of the year, made landfall in Shanghai, our Group took decisive steps to ensure the city's safe operation during the storm. The Compnay meticulously planned in advance and responded actively by issuing an Urgent Notice on Strengthening Typhoon and Flood Prevention. This notice clearly outlined the tasks for each subsidiary, including the allocation of flood prevention materials, personnel, systems, measures, and contingency plans. Responsibilities were explicitly defined, and the emergency response mechanism was further refined, ensuring timely preventive deployments and appropriate responses.

On September 14, Xiangyin Road Tunnel responded swiftly and comprehensively to the powerful typhoon. Emergency teams were immediately organized to conduct systematic safety inspections for potential falling objects, and five height limit signs were promptly removed. Continuous monitoring of various facilities' safety conditions was maintained. On September 15, owners and maintenance company leaders remained on duty around the clock, deploying maintenance personnel to clear silt and debris from drainage channels, inspect drainage pumps and control boxes, and secure key areas against falling objects, such as carport roofs, terraces, tunnel information boards, and lighting. During the heavy rainfall in the early hours of September 15, emergency personnel monitored real-time surveillance every 15 minutes and patrolled the tunnels every 2 hours, promptly clearing tree branches and leaves to ensure the smooth and safe operation of Xiangyin Road Tunnel.On September 14, Dazhong Jiading fortified the equipment, materials, and facilities at the construction site of the "Capacity Expansion Project." Given that this was the first typhoon since the completion of the photovoltaic project, we implemented comprehensive measures to reinforce photovoltaic brackets, steel structures, and panels, with continuous patrols and inspections. Photovoltaic project maintenance personnel were stationed on-site for immediate maintenance. On September 15, all personnel residing in temporary sheds within the factory area were relocated to the conference room for safety. Additionally, the drainage pipe network liquid level was pre-lowered in coordination with the pump station, ensuring the pipeline had sufficient capacity to handle the heavy rainfall.

The gas sector companies strictly adhered to the requirements set by the government and the Group. On September 14 and 15, they conducted thorough inspections and reinforcement of key facilities such as gas pipelines, pressure regulating stations, and equipment vulnerable to typhoon impacts. Comprehensive checks and test pumps were performed on flood prevention and drainage equipment, and emergency response teams were organized and prepared. All construction and outdoor operations were halted. The subsidiaries maintained a 24-hour duty system for typhoon and flood prevention, reporting disaster information hourly post-landfall, maintaining hotline services, and promptly addressing user issues.

Before the typhoon's arrival, Dazhong Logistics conducted comprehensive safety inspections and reinforcements for critical areas such as repair trenches, drainage ditches, charging piles, electrical circuits, equipment rooms, suspended items, and temporary structures. The cargo and moving fleets provided timely updates on typhoon and flooding conditions, continuously promoting disaster prevention awareness and guidance, and enhancing overall disaster resistance. Operational vehicle monitoring was intensified, with strict controls on vehicles entering typhoon-affected regions. The hazardous materials fleet ceased deliveries to affected areas starting September 16, in compliance with industry regulations, and coordinated with users for rescheduled deliveries, ensuring the safe use of gas.

To combat the typhoon, the Group deployed 586 maintenance personnel, 94 vehicles, and over 490 sandbags. Each subsidiary was organized and responsive, ensuring the Group's safety production was unaffected. Post-typhoon, all subsidiaries quickly resumed normal operations, ensuring the Group's safety production returned to normal.
