IBM's new Digital Policy Agenda for Europe outlines key policy recommendations for the European Union's new institutional mandate. The six-pillar plan calls on EU leaders to enact digital policies that will:

  1. Make trusted AI a reality in Europe
  2. Enhance Europe's digital competitiveness
  3. Strengthen resilience through collaboration with trusted partners
  4. Restore the EU's open trade policy
  5. Promote green growth
  6. Reduce the digital talent gap

"We know that innovation will continue to accelerate over the next 5 years," said Thomas Reynaert, Vice President, Government & Regulatory Affairs, EMEA, IBM. "In parallel, the EU has a great opportunity in this mandate to demonstrate global leadership in technology by balancing robust policy with protecting a business-friendly environment."

The recommendations encourage European policymakers to promote open innovation and competitiveness, including by implementing existing AI policy, getting Europe quantum-ready, restoring free trade and closing the skills gap.

"With a robust AI regulation in place, the focus should be on ensuring it works in practice," said Jean-Marc Leclerc, Director, EU Affairs, IBM. "Promoting and protecting open, transparent AI ecosystems will be crucial to build the trust we need going forward."
