Scott Churilla, vice president and director of project delivery strategy at HDR, has been selected to be a part of the FIDIC Contracts Committee Task Group 21. The task group will be responsible for updating the FIDIC Procurement Procedures Guide, last published in 2011.

"Scott is the ideal HDR representative for this important appointment," said John Henderson, HDR chief operating officer. "He is highly respected across the industry, is uniquely qualified to drive better outcomes, and lives the values of our team in all that he does."

FIDIC is the global representative body for national associations of consulting engineers, representing over 1 million engineering professionals and 40,000 firms in about 100 countries worldwide. The organization's work includes publishing and distributing business practice documents, international standard forms, training resources and guidelines to promote and implement the consulting engineering industry's strategic goals.

"Having spent the majority of my career working in the U.S., the opportunity to become involved with FIDIC will expose me to industry best practices from around the world, which will in turn enhance HDR's ability to provide services to our domestic and global clients," said Churilla, who is a Design-Build Institute of America Fellow and holds a juris doctor from West Virginia University, working out of HDR's Jacksonville, Florida, office. "Additionally, I will be able to help contribute a North American perspective to the global work that FIDIC undertakes."

The general objective of the task group is updating the FIDIC Procurement Procedures Guide to reflect changes in the FIDIC suite of contract documents and agreements and to review the existing guide to ensure that it reflects current best practices in project procurement and management. Task Group 21 will also coordinate its work with other FIDIC committees and task groups, as well as with external stakeholders, to capture and reflect modern industry trends.
