Regulatory improvements to address housing, economic development approved by City Council

Commissioners unanimously adopted the RICAP 10 code amendments on June 13; changes take effect Oct. 1.

On June 13, City Council unanimously voted to adopt a set of code amendments to help increase housing production and economic development as well as reduce regulatory barriers. The 83 items in the Regulatory Improvement Code Amendments Package 10 (RICAP 10) package become effective on Oct. 1.

Before voting, Commissioner Carmen Rubio thanked the teams at the bureaus of Planning and Sustainability and Development Services that shaped the package of code amendments before telegraphing more improvements to come.

"We're excited for another RICAP package to come to Council next year, and we're all very encouraged to know that all the bureaus will be coordinating together on this one."

What's in the RICAP 10 package?

The RICAP 10 package is organized into three themes: housing production, economic development, and regulatory reduction. Dozens of items fell into subgroups to align with those three themes:

  • Ground floor and ground floor façades
  • Design Overlay zone
  • Historic resources
• Economic development
  • Central City
  • Home occupations
  • Temporary activities
• Regulatory reduction
  • State/local law compliance
  • Land use review process
  • Miscellaneous regulatory cleanup
