Two men arrested after extensive River Road area search

At 4:07 p.m. on July 20, an officer spotted a man, Kenneth Raymond Russell (36), who had a felony warrant near Dominoes at Corliss Lane and River Road. Upon contact, he challenged the officer, and continued to walk away. His brother, Levi Rowland Russell (34), interfered with the officer's actions, had his right hand concealed in his pocket and yelled at the officer. Kenneth continued walking away and being verbally argumentative and Levi refused commands to stay away from the officer. The officer resorted to OC spray and both brothers were affected. However, Levi continued to yell at the officer, dividing his attention from Kenneth. At one point, Levi concealed himself behind a brick wall, threw his backpack to the ground, opened it, and began digging through his backpack while threatening the officer. The officer challenged him with a taser and eventually Levi fled. The officer and an assisting officer took Kenneth into custody.

Levi got a ride and then hung low in the car he was transported in. Police conducted a lengthy and extensive search, which included both drone and K9 deployments. After over one hour of searching, around 5:35 p.m., Levi emerged in close proximity to an officer and LCSO K9. He opted to flee once again but he ran into a moving vehicle in the middle of Division Avenue, fell to the ground and was apprehended by the assisting LCSO K9. He was treated on scene for the dog bite and transported to a local hospital for evaluation of the bite. He was then taken to jail on the warrant, Violation of Restraining Order, Escape in the Third Degree, Interfering, and Menacing. A machete was found in his backpack.

Kenneth Raymond Russell was lodged on charges of Burglary in the Second Degree.
