Gov. Polis Announces Boards and Commissions Appointments

Board of Trustees for the University of Northern Colorado

The Board of Trustees of the University of Northern Colorado is the governing body for the school. Powers and duties include the responsibility to adopt and enforce regulations and policies, and the option to enter into resource-sharing programs with other institutions of higher education to maximize the availability of educational programs.

for a term expiring December 31, 2024:

  • Brenda Campos-Spitze of Greeley, Colorado, occasioned by the resignation of Patricia Barela Rivera of Denver, Colorado, appointed.

Colorado Banking Board

The Colorado Banking Board is the policy-making and rule-making authority for the Division of Banking, and has the authority to make final decisions with respect to the taking of possession, liquidation, or reorganization of banks.

for a term expiring July 1, 2025:

  • Jennifer Payne of Arvada, Colorado, to serve as a representative of a bankers, occasioned by the resignation of David Kelly of Littleton, Colorado, appointed;

for a term expiring July 1, 2028:

  • Douglas Price of Ridgway, Colorado, to serve as a representative of a state bank in the fortieth percentile based on total asset size residing west of the continental divide, appointed.

Colorado Artificial Intelligence Impact Task Force

The Artificial Intelligence Impact Taskforce is expected to provide guidance on how artificial intelligence can be regulated to minimize bias and discrimination while balancing innovation. This expanded mission aims to ensure that artificial intelligence development in Colorado is both responsible and fair, particularly regarding its impact on vulnerable communities.

  • Vivek Krishnamurthy of Boulder, Colorado, to serve as a representative of an organization that advocates on behalf of individuals who have historically experienced algorithmic discrimination by artificial intelligence systems or automated decision systems, appointed;

  • David Edinger of Denver, Colorado, to serve as a the Chief Information Officer of the Office of Information Technology, appointed;

Colorado Commission on the Aging

The Commission conducts studies and encourages other organizations to conduct studies of the problems of the state's elder people. The Commission works to promote and aid in the establishment of local programs and services for the aging and aged.

  • Jake McGuire of Denver, Colorado, to serve as a member with knowledge of transportation, occasioned by the resignation of Richard McClintock of Denver, Colorado, appointed.

Colorado Commission on Higher Education

The Colorado Commission on Higher Education sets policies for all state-supported institutions of higher education.

for a term expiring July 1, 2028:

  • Teresa Kostenbauer of Parker, Colorado, to represent the Fourth Congressional District, reappointed.

Colorado Option Advisory Board

In addition to consulting with the Division on the implementation of the Colorado Option, the Advisory Board may consider recommendations to streamline how carriers make determinations on whether a health care service, treatment plan, prescription drug or durable medical equipment is medically necessary for a patient in the Colorado Option Standardized Health Benefit Plan and recommend ways to keep health care services in the communities where patients live.

Colorado Tourism Office Board of Directors

  • Vinay Patidar of Denver, Colorado, to serve as a representative of the tourism-related retail industry and small business, reappointed;

  • Jennifer Shea of Steamboat Springs, Colorado, to serve as a representative of the ski industry, appointed.

Colorado Wine Industry Development Board

The Board encourages and promotes viticultural and enological research and experimentation for the maximum production and quality of wine produced in the State of Colorado. This includes the marketing of wines produced in Colorado and as an asset to the state's tourism program.

  • Kaarin Enright of Castle Rock, Colorado, to serve as a representative of a wholesale wine distributor, appointed;

  • John Travis Green of Fort Collins, Colorado, to serve as a representative of an at-large

licensed winery, appointed.

Commission on Family Medicine

The Commission on Family Medicine assures that family medicine residency programs maintain high quality training, approves and recommends allocation of state funds to the programs, locates areas of the state that are underserved by family physicians, offers ideas on providing medical care to the medically indigent in the state, and supports the development of rural training programs.

for terms expiring July 1, 2027:

  • Griselda Pena-Jackson of Denver, Colorado, to serve as a healthcare consumer from the First Congressional District, reappointed;

  • Harriett Louise Hall of Arvada, Colorado, to serve as a healthcare consumer from the Seventh Congressional District, reappointed.

Community Rail Safety Advisory Committee

The purpose of the Committee is to bring together union workers and community partners to promote transparency, accountability, and safety in railroad operations across the state; reduce the risk of accidents and derailments; and protect the health and wellbeing of Colorado residents and ecosystems.

for a term expiring July 31, 2025:

  • Ean Tafoya of Denver, Colorado, to serve as a representative of a statewide environmental organization, appointed;

for a term expiring July 31, 2026:

  • Jacob Hamlin of Trinidad, Colorado, to serve as a representative of union workers who work for a Class II or Class III railroad, appointed.

Educator Safety Task Force

The Task Force shall study issues relating to the safety and wellbeing of public school staff, the effects of the declining number of education professionals on student behaviors, and incidents of aggressive student behavior towards educators. The Task Force shall make recommendations for administrative and statutory changes that are necessary to facilitate school safety solutions.

for terms expiring at the Pleasure of the Governor:

  • Marsia Ronyak of Greenwood Village, Colorado, to serve as a public school teacher from a suburban district, appointed;

  • Jamie Montoya-De Smidt of Colorado Springs, Colorado, to serve as a school support professional who focuses on addressing mental health at the school level and has an understanding of neurological and developmental disorders such as autism, appointed;

  • Luke Yoder of Alamosa, Colorado, to serve as a certified restorative justice professional who has experience with community-based juvenile restorative justice, appointed.

Electronic Recording Technology Board

The Electronic Recording Technology Board is charged with developing and modernizing electronic filing systems by creating a strategic plan that incorporates the core goals of assuring the security, accuracy and preservation of public records required to be maintained by a clerk and recorder.

  • Jordan May of Boulder, Colorado, to serve as a member from the real estate section of the Colorado Bar Association, appointed.

Interbasin Compact Committee

The Interbasin Compact Committee is charged with the development of a negotiation framework and foundational principles to guide voluntary negotiations between basin roundtables, the facilitation of continuing discussions within and between basins on water management issues, and to encourage locally driven collaborative solutions to water supply challenges.

  • Heather Dutton of Del Norte, Colorado, appointed.

Middle Income Housing Authority

In order to solve the acute shortage of affordable middle-income housing, the Middle Income Housing Authority will robustly increase the supply of affordable middle-income housing by raising large amounts of private sector capital to finance projects that can be placed into service quickly and efficiently. The Authority will be able to place projects into service quickly and efficiently because it will rely on the expertise of local governments, nonprofit organizations, and experienced real estate industry professionals to identify, propose, develop, and operate its projects.

Rail Industry Safety Advisory Committee

The purpose of the Committee is to bring together rail industry representatives to promote transparency, accountability, and safety in railroad operations across the state; reduce the risk of accidents and derailments; and protect the health and wellbeing of Colorado residents and ecosystems.

Securities Board

The Securities Board aids and advises the securities commissioner in the promulgation of rules, issuance of orders, formulation of policies, the setting of fees and with other issues affecting the division of securities and securities regulation in the state.

  • Philip McDermott of Highlands Ranch, Colorado, to serve as an individual who is licensed by the state supreme court to practice law in the state of Colorado and who is conversant in securities law, reappointed;

State Board of Assessment Appeals

The State Board of Assessment Appeals hears appeals filed by real and personal property owners on the valuation placed on their property.

State Board of Licensure of Architects, Engineers and Land Surveyors

The State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors regulates the practice of those professions. Its responsibilities encompass the evaluation of whether applicants are minimally qualified for licensure, the examination of such applicants, licensing, license renewal, setting policy with regard to the practice of the profession, consideration of complaints against licensees and those who may have practiced without a license, and disciplining those who have not complied with the law.

State Emergency Medical and Trauma Services Advisory Council

The State Emergency Medical and Trauma Services Advisory Council advises the Department of Public Health and Environment on matters relating to emergency medical and trauma services programs. The Council's duties include developing curricula for the training of emergency medical personnel, establishing requirements for ambulance vehicles and services, and determining the eligibility of facilities to receive trauma center designation.

  • Marci Dowis of Sterling, Colorado, to serve as a registered nurse involved in rural emergency medical and trauma services care, reappointed;
