Advisory Opinion Request 2024-09 (Nanette Barragán and Barragán for Congress) On September 12, the Commission made public two draft advisory opinions: Draft A and Draft B.

COMPLAINANT: Foundation for Accountability and Civic Trust
RESPONDENTS: Americans for Progressive Action USA and Christopher Henry Richardson, f/k/a Christopher Henry Aragon, in his official capacity as treasurer (the Committee); and Christopher Henry Richardson, f/k/a Christopher Henry Aragon, in his personal capacity
SUBJECT: The complaint alleged that Richardson and the Committee filed a false Statement of Organization, false disclosure reports, and false 48-Hour Independent Expenditure Reports with the Commission.
DISPOSITION: The Commission found reason to believe Richardson and the Committee knowingly and willfully filed false disclosure reports with the Commission. The Commission entered into a conciliation agreement providing for Richardson to file amended reports with the Commission reflecting the actual activity of the Committee and for Richardson and the Committee to cease and desist from filing false disclosure reports.
Administrative Fines

AF 4698 Charlie Kim in US Congress and Glen Luporini, in official capacity as treasurer. The Commission made a final determination and assessed a civil penalty of $1,497.
Regulations and agency procedures
REG 2024-01 (Candidate Security) On September 12, the Commission made public a Draft Final Rule and Explanation and Justification on candidate security.
REG 2023-02 (Artificial Intelligence in Campaign Ads) On September 10, the Commission made public a Draft Interpretive Rule and a Draft Notification of Disposition of Rulemaking regarding a rulemaking petition. The Petition, filed in 2023, asked the Commission to revise its existing rules on the fraudulent misrepresentation of campaign authority to make clear that the related statutory prohibition applies to deliberately deceptive campaign ads using artificial intelligence (AI).
REG 2013-06 (Administrative Fines Program Expansion) - Notice of Proposed Rulemaking This week, the Commission made public two comments it received on the Notice of Proposed Rulemaking to expand the Administrative Fines Program. Litigation
Campaign Legal Center v. FEC (Case No. 24-2585) On September 9, Plaintiff filed a Complaint for Declaratory and Injunctive Relief in the U.S. District Court for the District of Columbia challenging the Commission's dismissal of Plaintiff's administrative complaint in MUR 8216 as contrary to law.
National Republican Senatorial Committee, et al. v. FEC, et al. (Case No. 24-3051) On September 6, the U.S. Court of Appeals for the Sixth Circuit issued a Correction Letter and a Corrected Opinion.
Outreach
On September 10, Communications Specialist Chris Berg discussed campaign finance disclosure rules and the role of the Commission with a delegation from Cote d'Ivoire visiting the United States as part of the State Department's International Visitor Leadership Program (IVLP).
On September 11, Vice Chair Ellen L. Weintraub participated in a roundtable discussion on Artificial Intelligence and Elections at the U.S. Capitol with Members of Congress.
On September 11, the Commission hosted a webinar on Independent Expenditures and Pre-Election Communications.

Election Dates. The Commission has posted 2024 Presidential and Congressional Primary Dates, which are subject to change.
Contribution Limits. In addition to the current limits, the Commission has posted an archive of contribution limits that were in effect going back to the 1975-1976 election cycles.

Other election-related resources
Videos on protecting U.S. elections. The FBI's Protected Voices initiative provides videos designed to help political campaigns protect themselves from foreign influence. The 2019 videos offer guidance on ransomware, business email compromise, supply chain, social media literacy, and foreign influence operations. Other videos, released in 2018, include cyber hygiene topics such as social engineering, patching, router hardening, and app and browser safety.
