Sharing our Domestic Public Policy Agenda 2024-25

As we continue to navigate the ever-evolving digital landscape, auDA is pleased to share our Public Policy Agenda for 2024-25. This Agenda identifies the key technology policy issues we focus our advocacy and attention on in 2024-25. The issues align with our purpose and are vital to support Australia's digital transformation.

Fostering an open, free and secure digital Australia

At auDA, we believe the internet is more than just a tool - it's a fundamental aspect of modern life. Our Digital Lives of Australians 2024 research found that 99 per cent of Australian consumers and 97 per cent of small businesses gain value from the internet. In this context our role of ensuring that the digital space remains open, free, secure and global has never been more critical.

auDA's Public Policy Agenda is rooted in the principle of putting people first and advocates for a world where every Australian can confidently and securely harness the opportunities presented by digital technologies. Our three key priorities of cyber security, privacy and digital identity continue to be pervasive in Australian tech policy debates and discourse. This Agenda updates the initial version published in 2023.

1. Cyber security: protecting Australia's digital wellbeing

Cyber security remains a cornerstone of our public policy focus. With a significant rise in cyber threats, as highlighted in the Australian Signals Directorate's recent Cyber Threat Report 2022-23, we recognise the need for robust, economy-wide cyber security measures. Our Agenda supports the Australian Government's 2023-2030 Cyber Security Strategy, advocating for a whole-of-nation approach that balances innovation with security.

What we're advocating for: A multi-stakeholder approach that views cyber security as a key foundation for improved digital lives, balanced with innovation and investment in secure-by-design products and services.

2. Privacy: empowering Australians through stronger data protections

In a world where data is increasingly at risk, privacy is paramount. Our research shows that many Australians are hesitant to engage online due to concerns about data breaches. With substantial updates to the Privacy Act 1988 (Cth) expected soon, we are committed to advocating for laws that enhance clarity, control and simplicity for consumers, ensuring their personal information is protected in the digital age.

What we're advocating for: Privacy law that encourages minimal data collection and strong penalties for breaches, giving Australians confidence in their digital interactions.

3. Digital identity: building trust in a connected world

As digital identities become more integral to everyday life, the need for secure and user-friendly systems is crucial. We welcome the 2024 Digital ID legislation and the launch of the Trust Exchange (TEx), which aims to give Australians greater control over their digital identities. auDA's focus is on ensuring these systems are implemented with a human-centric approach, prioritising privacy and usability.

What we're advocating for: A trusted digital identity system that enhances privacy and security, while maintaining alternative options for those who choose not to participate.

Other areas of focus: policy intersections and technological transformation

Technology policy cannot be viewed in isolation. Our Agenda also addresses the intersections between cyber security, privacy and digital identity, advocating for a coordinated regulatory approach that maximises the benefits of emerging technologies such as AI, blockchain, online safety, quantum computing and 5G. We are closely monitoring developments in these areas to ensure that Australia remains at the forefront of global digital innovation.

Our policy goals and thought leadership are underpinned by our overall advocacy of a multi-stakeholder approach to internet governance and digital policy. This approach is essential in shaping an inclusive and balanced digital future. It brings together governments, industry, civil society, academia and the technical community to work together on issues in ways that reflect the diverse interests and needs of all Australians. By advocating for this inclusive model, we seek to ensure that internet and broader digital policy supports an open, free, and secure internet for everyone.
